Among the various alternatives to improve public safety in Brazil, is the unification of civil and military police, raised as a proposed solution to addressing violence and crime, which over the years has become increasingly pronounced. Given the importance of the subject, was faced with the following research problem: find what is the unification of police methodology proposed by PEC 51. Stop respond to this problem, the general objective of the study was formulated with a view to carrying out an analysis of methodology of unification of the police proposal by that Constitutional Amendment, bringing even for better understanding on the subject, the perspective of favorable and unfavorable currents. With the development of research sought to also meet the following specific objectives: to demonstrate the advantages and disadvantages of the unification of the police and finally discuss about the obstacles in the unification process. Therefore, the development of a bibliographical research was necessary, looking in the literature the answers to the research problem and also the proposed objectives. In general, the results found in the research showed that the PEC 51 provides a thorough reform in the police and the Public Security system, institutionalized a complete cycle of police, demilitarization career, main points of divergence and hence of an obstacle to its effective application. For the unification of the police occur satisfaction, meeting their expectations, reducing violence and crime, it is necessary to conduct much more and deeping studies on the subject, so that in this way, has become a bill can help to remedy the existing social.
