The existence of internal and external control mechanisms of police activity confirm the relevance of maintaining the activities of public security professionals within the bounds of legality, necessity and proportionality. The national and international legislation that supports the work of such mechanisms to regulate the ways of how to police activity should be developed in order to protect the rights and the fundamental guarantees and promote respect for human rights, are analyzed and compared with the factual reality of the work done by public safety professionals. Are still visited part of the academic production of researchers dealing with the subject of the control of police activity and related subjects to the democratization of Public Security in Brazil. There is still a substantial gap between what advocates legal institutes that establish standards for police performance and the daily practice of a portion of public safety professionals. The effectiveness of the mechanisms of control of the police activity in Brazil is diminished by the lack of structuring of these institutions and by historical, social and cultural characteristics of society and their own police corporations. Understand and overcome such obstacles is essential and constitutes complex sociological issue, the control of police activity is a fundamental requirement for the implementation of the Democratic State.
