Resumo: | This dissertation had as object the analysis of the Learning Program as a policy for the insertion of adolescents and young people in the labor market in the municipalities of Cuiabá and Varzea Grande, in the State of Mato Grosso, from the creation of the Learning Law, Law nº 10,097 / 2000 which guarantees the professionalization and professional qualification of teenagers and young people. And we also seek to know the limits and contributions of this program to the insertion of young people into the labor market. The interest in the subject and deepening knowledge is due to our professional performance as a Social Worker in two qualifying entities of private and non-profit law, between 2014 and 2019 in the municipalities, as well as the highlighted reality of the municipalities in the comparison with others in the state. Based on this interest, the Masters in Social Politic brought us the possibility of proportion of studies on the Learning Program, and offered them as conditions to make a more systematic reading and analysis of the problem. It is an exploratory study, through bibliographical research that made it possible to identify the increase in the number of apprentices hired between the years 2016 to 2020 in the municipalities, with the majority being adolescents aged 14 to 17 years with complete elementary education and incomplete high school. Although the policy has been configured as an important instrument for the insertion of young people into the labor market, the obstacles are even greater, especially the prioritization of hiring adolescents and young people without a situation of vulnerability or social risk, and people with disabilities. Thus, we understand that its limits were present throughout the research period, especially the access and availability to the general public of the program's actual data. Finally, in terms of quantity, the program managed to expand, although it is still a great challenge for young people to complete a double day of schooling and work, and to see themselves as a worker and the space they occupy. |

Finally, in terms of quantity, the program managed to expand, although it is still a great challenge for young people to complete a double day of schooling and work, and to see themselves as a worker and the space they occupy.A presente dissertação teve como objeto analisar o Programa da Aprendizagem como política de inserção de adolescentes e jovens no mercado de trabalho dos municípios de Cuiabá e Várzea Grande, no Estado de Mato Grosso, a partir da criação da Lei da Aprendizagem, Lei nº 10.097/2000, que garante a profissionalização e qualificação profissional de adolescentes e jovens. E busca-se, ainda, conhecer quais os limites e as contribuições desse programa para a inserção dos jovens no mercado de trabalho. O interesse pela temática e aprofundar o conhecimento é decorrente da atuação profissional, enquanto Assistente Social em duas entidades qualificadoras de direito privado e sem fins lucrativos, entre os anos de 2014 e 2019 nos municípios, bem como a realidade de destaque dos municípios no comparativo com outros do Estado. A partir desse interesse, o Mestrado em Política Social trouxe a possibilidade de propor o estudo sobre o Programa de Aprendizagem, e ofertou as condições de fazer uma leitura e análise mais sistemática do problema. É um estudo exploratório, por meio de pesquisa bibliográfica, que possibilitou identificar o aumento no número de contratação de aprendizes entre os anos de 2006 e 2020 nos municípios, sendo a maioria adolescentes de 14 a 17 anos com o Ensino Fundamental completo e Ensino Médio incompleto. Embora a política tenha se configurado como um importante instrumento de inserção de jovens no mercado de trabalho, os entraves são ainda maiores, sobretudo, a priorização de contratação de adolescentes e jovens sem situação de vulnerabilidade ou risco social, e pessoas com deficiência. Assim, entende-se que os seus limites se fizeram presentes em todo o período da pesquisa, principalmente, o acesso e disponibilidade ao público em geral dos dados reais do programa.
