“Não tá nem ai pá paçoca” : o cofinanciamento do SUAS e os recursos do IGDSUAS na Região Metropolitana do Vale do Rio Cuiabá (RMVRC)

The present study aims to analyze the federal co-financing and transfer of resources from the Decentralized Management Index of the Bolsa Família Program (IGDSUAS) in the municipalities that make up the Metropolitan Region of Vale do Rio Cuiabá (RMVRC), in the period between 2012 and 2019. The delimitation of the present object of study is part of a vast field of discussion, proposing to elucidate the political and economic advances and impasses that the financing and management of the Social Assistance Policy have been facing in order to reach the statute of public policy. In order to extract from the object of study its multiple determinations and to provide the theoretical deepening necessary for the appropriation of its meaning and political, ideological, economic and social direction, this study is based on the critical dialectical method. In methodological terms, the investigative process combined elements of the quantitative and qualitative approaches, with the joint appropriation of the elements of the bibliographic review and documental research, in order to gather a greater number of information about the object studied. The accomplishment of this study allowed to reach approximations about the social assistance profile, the reality of the financing of the Social Assistance Policy and about the (in)regularity of the transfers of IGDSUAS resources to the Municipalities that make up the Metropolitan Region of Vale do Rio Cuiabá. The results show that in terms of budget execution, the way in which cofinancing has been carried out compromises the structuring and improvement of the Unified Social Assistance System (SUAS) in the RMVRC.
