Resumo: The present dissertation is inserted in the Sustainable Development Goals – Agenda 2030 of the United Nations Organization (UNO), more specifically in the Goals: Eradicate extreme poverty and hunger; Health and Well-Being (improve maternal health and reducing neonatal mortality); Sustainable Cities and Communities (ensuring environmental sustainability). It is also inserted in the Agenda of Research Priorities of the Ministry of Health: Axis 4: development of Technologies and Innovation in Health and Axis 14- Maternal and Child Health. The intention was to develop, from the demand coming from local public leaders and peripheral community leaders, a Social Technology of emancipatory character of mothers from a Recyclable Materials Association, considering their poor health and working conditions. The Social Technology, based on the Social Entrepreneurship, is understood here as the result of an emancipatory process, by means of which social actors mobilize methods and tools with a view to promoting local transformations and social impact. The objective was, therefore, to develop a social technology of emancipatory character for Mothers/Guardians/Women who work in a Recyclable Materials Association, from the development of a mobile application to help collect recyclable materials; a bilingual booklet to promote environmental awareness among younger school children; an educational video on environmental sustainability; digital tools for the dissemination of the results; in addition to educational and emancipatory activities with the members of the Association. The methodological path was conducted through an action-research, from March 2020 to February 2021, based on focus groups and strategic focal analysis, as well as regular educational interventions, in practice, with the participation of 28 Mothers/Women/Guardians who work with Recyclable Materials Association in the Central Region of Rio Grande do Sul. It is emphasized that the present work is inserted in an expanded multiprofessional project of action-research, named “ Social Entrepreneurship of Nursing in an Association of Recyclable Materials” and furthermore, that the whole course was developed in the midst of the pandemic caused by the new Coronavirus (COVID-19), under the orientation of the protocols of social restriction, in order to be presence and support for the members of the Association, in one of the most critical moments of human history, in which the socially excluded have become even more excluded. The results showed that the development of user-centered social technologies is a strategy capable of expanding the dissemination of knowledge, enable social inclusion and contribute to the improvement of living and health conditions of the actors involved. Under this approach, the mobile application was able to potentiate the social and health conditions by enhancing the generation of better work and income situations for the recycling associations, besides promoting sustainable local development. Likewise, the Booklet and the Social Networks contributed to the dissemination of knowledge and the replicability of the different activities/actions developed, which are of national reach. Final Considerations: the social technology “Emancipatory and entrepreneurial production with mothers from a recyclable materials association” transcends the implementation of punctual, linear, and assistentialist solutions for certain vulnerable groups. The process of induction of this social technology sought, ultimately, to foster social protagonism by valuing initiates, enhancing talents, and developing emancipatory processes, based on dialog, active participation, and the joint search for knowledge, solutions, and social practices capable of contributing to the improvement of the living and health conditions of the participants.

Insere-se, também, na Agenda de Prioridades de Pesquisa do Ministério da Saúde: Eixo 4 - Desenvolvimento de Tecnologias e Inovação em Saúde e Eixo 14 - Saúde Materno Infantil. Intentou-se desenvolver, a partir de demanda oriunda de lideranças públicas locais e lideranças comunitárias periféricas, uma Tecnologia Social com caráter emancipatório de mães de uma Associação de Materiais Recicláveis, considerando as suas precárias condições de saúde e de trabalho. A Tecnologia Social, ancorada no Empreendedorismo Social, é entendida, aqui, como resultado de um processo emancipatório, por meio do qual atores sociais mobilizam métodos e ferramentas com vistas à promoção de transformações locais e de impacto social. Objetivou-se, para tanto, desenvolver uma tecnologia social com caráter emancipatório de Mães/Gestantes/Mulheres que atuam em uma Associação de Materiais Recicláveis, a partir do desenvolvimento de um aplicativo móvel de auxílio à captação de materiais recicláveis; uma cartilha bilíngue para o fomento da conscientização ambiental entre crianças escolares menores; um vídeo educativo sobre a sustentabilidade ambiental; ferramentas digitais para a divulgação dos resultados; além de atividades educativas presenciais com as integrantes da referida Associação. O percurso metodológico foi conduzido por meio de uma pesquisa-ação, de março/2020 a fevereiro/2021, a partir de grupos focais e análise focal estratégica, bem como intervenções educativas regulares, na prática, com a participação das 28 Mães/Mulheres/Gestantes que atuam em uma Associação de Materiais Recicláveis da Região Central do Rio Grande do Sul. Salienta-se, que o presente trabalho está inserido em um projeto multiprofissional ampliado de pesquisa-ação, denominado: “Empreendedorismo Social da Enfermagem em uma Associação de Materiais Recicláveis” e, ainda, que todo o percurso foi desenvolvido em meio à pandemia provocada pelo novo Coronavírus (COVID-19), sob a orientação dos protocolos de restrição social, no intuito de ser presença e apoio para os integrantes da Associação, em um dos momentos mais críticos da história da humanidade, no qual os excluídos sociais se tornaram ainda mais excluídos. Os resultados evidenciaram que o desenvolvimento de tecnologias sociais centradas no usuário, se constituem em estratégia capaz de ampliar a difusão de conhecimento, possibilitar a inclusão social e contribuir para a melhoria das condições de vida e de saúde dos atores envolvidos. Sob esse enfoque, o aplicativo móvel foi capaz de potencializar às condições sociais e de saúde ao aguçar a geração de melhores situações de trabalho e de renda às associações de reciclagem, além de fomentar o desenvolvimento local sustentável. Da mesma forma, a Cartilha e as Redes sociais contribuíram para a disseminação do conhecimento e a replicabilidade das diferentes atividades/ações desenvolvidas, as quais são de alcance nacional. Considerações finais: A tecnologia social “Produção emancipatória e empreendedora com mães de uma associação de materiais recicláveis” transcende a implementação de soluções pontuais, lineares e assistencialistas para determinados grupos vulneráveis.
