Resumo: The research aims to present and encourage the development of a new socio-educational profile of professionals working in the sphere of public security, focusing, in particular, on theoretical practical aspects that support the existence of a kind of 'police educator', focused on narrowing the relations between the police and the citizens and, above all, between the police and the adolescents in training. Initially, some causes of violence and police inefficiency that collaborate for adolescents to practice infractions are listed. Next, topics of current legislation are addressed to identify themes and/or subjects that can be studied and treated in a citizen education course, aimed at high school students. Subsequently, a field research was carried out, through the application of a questionnaire, with civil police, military police, guardianship counselors, justice officers, teachers and high school students. Finally, a legal-pedagogical training course aimed at high school students was elaborated and developed through action research, in which it proposed: a) to develop a citizen formation process; b) call their attention to the importance of topics that are directly related to their daily lives, inserting them in the debate of issues of national relevance; c) develop an awareness process about the consequences of their conduct in the social environment; d) remove them from the possibility of entering the socio-educational system, due to the lack of legal notions in school learning; e) collaborate with the national public security system, insofar as it invests in education and in the legal-social awareness of young people in training, making it possible to break the cycle of coopting adolescents into the world of crime; f) contribute to the reduction of the practice of infractions by adolescents. Therefore, the objective of the research is to fill a curricular-pedagogical gap and provide high school students with specific legal content, which favors citizen learning and promotes democratic and fair conduct in society. The analyzed data showed that there is still no course or formal teaching application that specifically deals with issues related to the various legal branches applied to high school students. It also pointed out that 89% of those surveyed believe that adolescents' prior knowledge of law content is the cause of the reduction in crime. In addition, the “Police Educator project” sought to demonstrate that closer ties with the community, in order to enable the exchange of information, life experiences, reliability, can make the police officer an example to be followed by adolescents and potentially collaborate with the national education system and crime reduction.

Elenca-se, inicialmente, algumas causas da violência e da ineficiência policial que colaboram para que adolescentes venham a praticar atos infracionais. Aborda-se, na sequência, tópicos das legislações vigentes para identificar temas e/ou assuntos que podem ser estudados e tratados em um curso de formação cidadã, voltado para os alunos do Ensino Médio. Implementou-se, posteriormente, uma pesquisa de campo, mediante a aplicação de questionário, junto aos policiais civis, policiais militares, conselheiros tutelares, oficiais de justiça, professores e estudantes do Ensino Médio. Por fim, elaborou e desenvolveu se, por meio da pesquisa-ação, junto à Escola Estadual de Ensino Médio Professora Naura Teixeira Pinheiro, um curso de formação jurídico-pedagógico voltado aos estudantes do Ensino Médio, onde se propôs: a) desenvolver um processo de formação cidadã; b) chamar sua atenção para a importância de temas que estão diretamente relacionados ao seu cotidiano, inserindo-os no debate de questões de relevância nacional; c) desenvolver um processo de conscientização sobre as consequências de suas condutas no meio social; d) afastá-los da possibilidade de ingresso no sistema socioeducativo, em virtude da falta de noções jurídicas no aprendizado escolar; e) colaborar com o sistema de Segurança Pública nacional, na medida que se investe na educação e na consciência jurídico-social do jovem em formação, possibilitando o rompimento do ciclo de cooptação de adolescentes para o mundo do crime; f) contribuir com a diminuição da prática de atos infracionais pelos adolescentes. Portanto, o objetivo da pesquisa consiste em preencher uma lacuna curricular-pedagógica e prover os estudantes das escolas de Ensino Médio de conteúdos jurídicos específicos, que favoreça uma aprendizagem cidadã e que promova condutas democráticas e justas em sociedade. Os dados analisados demonstraram que ainda não existe um curso ou aplicação formal de ensino que trate de maneira específica sobre questões afetas aos diversos ramos jurídicos aplicado aos estudantes do ensino médio. Também apontou que 89% dos pesquisados entendem ser causa da diminuição da criminalidade o conhecimento prévio de conteúdos de Direito pelos adolescentes.
