From police training to police educator: the role of the police in the formation of the citizen and in the construction of a democratic

Resumo: This article analyzes the relationship and possible practical consequences of public and social investments in police education and how much this training contributes to the role of the police officer as an educator. In the text, initially, the theme of police redemocratization is examined, the possible causes of violence and inefficiency of public security in Brazil, regarding the application of human rights, the unpreparedness of security agents and their lack of technical-scientific qualification. for the achievement of its attributions and the financial decline of the States. The causes of police inefficiency/efficiency and the need to unify the police are analyzed, which despite the changes in the conduct of public security agents, there are still insensitive police officers, whose attitude reflects in ill-treatment of citizens. Finally, it discusses the importance of police education for its effective performance as a police educator. The text emphasizes that it is up to the police officer to also act as an educator and assist in the formation of citizens, to contribute to the evolution of institutions, to develop an ethical conscience of respect for fundamental Human Rights and, above all, to work for the transformation and consolidation of a democratic society.

En el texto, inicialmente, se examina el tema de la redemocratización policial, las posibles causas de la violencia y la ineficiencia de la seguridad pública en Brasil, en cuanto a la aplicación de los derechos humanos, la falta de preparación de los agentes de seguridad y su falta de calificación técnico-científica para la cumplimiento de sus atribuciones y el declive financiero de los Estados. Se analizan las causas de la ineficacia/eficiencia policial y la necesidad de unificar la policía, que a pesar de los cambios en la conducta de los agentes de seguridad pública, aún existen policías insensibles, cuya actitud se refleja en malos tratos a los ciudadanos. Finalmente, se discute la importancia de la educación policial para su desempeño efectivo como formador policial. El texto subraya que corresponde al policía actuar también como educador y auxiliar en la formación de ciudadanos, contribuir a la evolución de las instituciones, desarrollar una conciencia ética de respeto a los Derechos Humanos fundamentales y, sobre todo, a trabajar por la transformación y consolidación de una sociedad democrática.O presente artigo analisa a relação e os possíveis desdobramentos práticos dos investimentos público e social na educação policial e quanto essa formação contribui para a atuação do policial como educador. No texto, inicialmente, examina-se o tema da redemocratização policial, as possíveis causas da violência e ineficiência da segurança pública no Brasil, no que tange à aplicação dos direitos humanos, o despreparo dos agentes de segurança e sua falta de qualificação técnica-científica para consecução de suas atribuições e o declínio financeiro dos Estados. Analisa-se as causas da ineficiência/eficiência policial e a necessidade de unificação das polícias, que a despeito das transformações na conduta dos agentes de segurança pública ainda há policiais insensíveis, cuja atitude reflete em maus tratos aos cidadãos. Por fim, discute-se a importância da educação policial para a sua efetiva atuação como policial educador.
