Departamento de Educação, Instituto de Ciências Humanas e Sociais, Universidade Federal de Ouro Preto.Neste trabalho, problematizamos os efeitos das políticas educacionais neoliberais sobre a subjetividade docente, especialmente por meio dos dispositivos curriculares e de avaliação. De modo mais específico, analisamos a reforma educacional promovida no estado de Minas Gerais (2003 – 2014), nos atentando aos discursos e práticas curriculares e avaliativas que se dirigem aos professores e intentam controlar suas condutas. No primeiro capítulo justificamos o emprego da noção foucaultiana de governamentalidade como ferramenta teórico-metodológica, o que nos possibilitou compreender os mecanismos e as estratégias postos em ação pela reforma mineira como exercícios de poder ao mesmo tempo disciplinadores e performativos. No segundo apresentamos o programa de reforma do Estado instituído pelo governo de Minas Gerais a partir do ano de 2003, intitulado Choque de Gestão, apontando os aspectos da governamentalidade neoliberal que lhe serviram de base, bem como seus desdobramentos para a educação. O terceiro capítulo trata dos impactos da reforma curricular empreendida no contexto do Choque sobre a subjetividade docente, que instituiu os Conteúdos Básicos Comuns para toda a rede estadual. O quarto e último capítulo analisa o dispositivo avaliativo articulado em torno do Sistema Mineiro de Avaliação da Educação Pública, com foco nas estratégias e tecnologias de controle e conduta do trabalho docente. Concluímos reforçando a importância de uma crítica atenta e permanente às reformas educacionais neoliberais, que agem no sentido de transformar a docência em um fazer pautado pelos preceitos da utilidade, da eficiência e da competitividade.In this work, we inquiry the effects of neoliberal educational policies on teacher's subjectivity, especially through the curriculum and assessment devices. More specifically, we analyze the educational reform promoted in the State of Minas Gerais (2003 - 2014), considering the speeches, curriculum and assessment practices that address the teachers that intend to control their conduct. In the first chapter we justify the use of Foucault's notion of governmentality as a theoretical and methodological tool, which enabled us to understand the mechanisms and strategies put into action by the “mineira” reform as an exercise of power and at the same time disciplinary and performative. The second shows the State reform program instituted by the government of Minas Gerais since 2003, entitled `Management of Shock`, pointing aspects of neoliberal governmentality that served as its basis, as well as its consequences for education. The third chapter deals with the impact of curriculum reform undertaken in the context of Shock on the subjectivity, through which were instituted Common Basic Contents for the entire State system. The fourth and final chapter analyzes the evaluation device articulated around the “Mineiro Assessment System of Public Education”, focusing on strategies of control and conduct of teaching.
