Política de formação profissional e contextos sociais: trajetórias e projetos de vida de jovens

Resumo: Youth have become a target of great interest both in the sense of public policies and in the sense of theoretical development on the subject. Research indicates that the youth population and the one that most suffers from unemployment, but on the other hand, there is a strong incentive on the part of the State and society for the young to enter the labor market. One of the incentive forms is the promotion of public policies of vocational training with the aim of qualifying the young people. These policies are mainly located in the areas of education and vocational training, there being a link between formal education and professional qualification also legitimized by the Youth Statute. Thus, it is a thesis that the Policy of Learning and Vocational Training, in spite of not guaranteeing qualified technical training, allows young people to construct a life project, since they are carried out in educational contexts, have a social and Psychological, helping in the constitution of these young people as subject. The general objective of this thesis is to analyze the context provided by the Learning and Vocational Training Policy and the appropriation of these by young people, based on their life trajectories, to build their life projects. For this, a research of quanti-quali character was adopted, adopting the methodological triangulation. Two studies were carried out, and the third study is underway. In Study I, a document analysis was performed; Were accessed: manuals, sites, reports, pedagogical projects, being analyzed from the Analysis of Thematic Content and the QDA Miner. The II Study was an exploratory study, had the questionnaire as an instrument applied to 237 youngsters, analyzed from the SPSS. Study III is in the process of being done, it is a discussion group that will be analyzed from the Classical Analysis and Cross-Analysis through the Alceste software. Some considerations about the material collected reveals that the programs studied have the main objective of training young people, but they have different levels of technical training. There is a predominance of young people between the ages of 14 and 18 accessing politics. Part of the young people brings in their life trajectories the experience of precocious work; Comes from several social segments; The access to the services demarcates that not all went through the same policies. Professional qualification is treated in all policies as a key to success.

Professional qualification is treated in all policies as a key to success.Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPESA juventude tem se tornado alvo de grande interesse tanto no sentido das politicas publicas, quanto no sentido do desenvolvimento teorico acerca do tema. Pesquisas apontam que a populacao juvenil e a que mais sofre com o desemprego, mas por outro lado, ha um forte incentivo por parte do Estado e da sociedade para que os jovens ingressem no mercado de trabalho. Uma das formas de incentivo se da na promocao de politicas publicas de formacao profissional com o objetivo de qualificar os jovens. Essas politicas encontram-se localizadas principalmente nas areas de educacao e formacao profissional, havendo um elo entre a educacao formal e a qualificacao profissional legitimada tambem pelo Estatuto da Juventude. Dessa forma, tem-se como tese que a Politica de Aprendizagem e Formacao Profissional, apesar de nao garantir a formacao tecnica qualificada, possibilita aos jovens a construcao de projeto de vida, visto que realizam-se em contextos educativos, possuem um efeito social e psicologico, auxiliando na constituicao desses jovens enquanto sujeito. O objetivo geral desta tese e analisar o contexto disponibilizado pela Politica de Aprendizagem e Formacao Profissional e a apropriacao destas pelos jovens, a partir de suas trajetorias de vida, para construir seus projetos de vida. Para tal, adotou-se uma pesquisa de carater quanti-quali, adotando-se a triangulacao metodologica. Foram realizados dois estudos, sendo que o terceiro estudo esta em andamento. No Estudo I foi realizada uma analise de documentos; foram acessados: manuais, sites, relatorios, projetos pedagogicos, sendo analisados a partir da Analise de Conteudo Tematica e o QDA Miner. O II Estudo, tratou-se de uma estudo exploratorio, teve o questionario como instrumento aplico a 237 jovens, analisado a partir do SPSS. O Estudo III esta em vias de realizacao, trata-se de um grupo de discussao que sera analisado a partir da Analise Classica e Analise Cruzada por meio do software Alceste. Algumas consideracoes sobre o material coletado revela que os programas estudados tem como objetivo central formar jovens, mas possuem niveis diferentes de formacao tecnica. Ha uma predominancia de jovens com idades entre 14 e 18 anos acessando a politica. Parte dos jovens traz em suas trajetorias de vida a vivencia do trabalho precoce; vem de diversos segmentos sociais; o acesso aos servicos demarca que nem todos passaram pelas mesmas politicas.
