Resumo: | The present thesis aims to analyze hosting institutions based on scientific production and the discourse of psychology professionals who work in hosting institutions. Institutional care is a type of protective measure that can be taken in situations of abuse against children and adolescents. Psychology is practiced within child and adolescent care institutions equipped with a technical team that must produce quarterly reports on cases in order to contribute to the judicial analysis of the cases, in addition to daily cooperation with the shelters. It is assumed that: the scientific production of hosting psychology is mainly made and directed to academics, it is driven by new legislation; the performance of psychology in the hosting institutions is modeled by the historical construction of the profession, the models of childcare, and the discourses that are formulated and support these models of psychology and care; that psychology works by supporting the value of foster care institutions and blaming poor families of institutionally sheltered children and adolescents. Based on the assumptions presented, the thesis is defended that psychology, in its scientific production and performance in hosting institutions, is fixed to the maternal discourse, acting to guarantee rights and updating discourses of subjection of poor children. To this end, it was chosen as theoretical categories, built on the basis of Foucault's theory, discourse, and truth. Study 1 was a bibliographic search of the scientometrics type in order to fulfill the first objective. The term “shelter” was used as a search descriptor in the databases, for publications between 2005 and 2010, and the term “institutional shelter”, for publications between 2010 and 2017, in the SciELO and CAPES/MEC Journal Portal databases. Descriptive statistics were performed as data analysis. Study 2, with a view to fulfilling the other specific objectives, was carried out through the critical analysis of the discourse of interviews with 6 psychology professionals who work in hosting institutions. According to the characteristics established in the method for study 1, 54 publications were identified, 18 articles with the term "shelter" and 36 articles with the term "Institutional shelter". It was observed that, in the majority, the articles were published by women with training in psychology, linked to federal education institutions in the South and Southeast regions of Brazil and had public funding. Most of the publications involved interviews with sheltered children and adolescents and were driven by changes in legislation. The results of study 2 show that: the performance of psychology in hosting institutions is impacted by the process of feminization of work; psychology works to guarantee rights; the performance of psychology in the hosting institutions collaborates in updating the forms of subjection of poor children; and psychologists who work in hosting institutions consider that the training they received prepared them for clinical practice. From the results, it is concluded that the thesis was corroborated by psychology, in its scientific production and performance in the hosting institutions; it is fixed to the maternal discourse, acting to guarantee rights and updating discourses of subjection of poor children. In the hosting institutions, psychology is fixed to the maternal discourse in addition to suffering impacts from the feminization process of the profession. |

La presente tesis tiene como objetivo analizar el albergue institucional basada en la producción científica y el discurso de los profesionales de la psicología que trabajan en instituciones de acogida. La atención institucional es un tipo de medida de protección que se puede tomar en situaciones de violencia contra niños, niñas y adolescentes. La psicología se inserta como un equipo técnico de instituciones de cuidado infantil y adolescentes y debe producir informes trimestrales sobre casos de cuidado infantil para contribuir al análisis judicial de los casos, además de actuar, diariamente, junto con los acogidos. Se supone que: la producción científica de psicología en la recepción se realiza principalmente y se dirige a los académicos, está impulsada por una nueva legislación; la actuación de la psicología en las instituciones de acogida se basa en la construcción histórica de la profesión y los modelos de cuidado infantil y los discursos que se formulan y respaldan estos modelos de psicología y cuidado; y que la psicología funciona apoyando la valorización de las instituciones anfitrionas y culpando a las familias pobres de niños y adolescentes institucionalmente bien acogidos. A partir de los supuestos presentados, se defiende la tesis de que la psicología, en su producción y desempeño científico en las instituciones de acogida, se fija en el discurso materno, actuando para garantizar los derechos y actualizando los discursos de sometimiento de los niños pobres. Para esto, fue elegido como categorías teóricas, construido sobre la base de la teoría de Foucault, el discurso y la verdad. El estudio 1 fue una búsqueda bibliográfica del tipo cientometría para cumplir con el primer objetivo. El término "refugio" se utilizó como descriptor de búsqueda en las bases de datos, para publicaciones entre 2005 y 2010, y el término "Albergue institucional", para publicaciones entre 2010 y 2017, en las bases de datos del portal de revistas SciELO y CAPES. / MEC. Se realizó la estadística descriptiva como análisis de datos. El estudio 2, con el objetivo de cumplir los otros objetivos específicos, se llevó a cabo mediante el análisis crítico del discurso de las entrevistas con 6 profesionales de la psicología que trabajan en instituciones de acogida. De acuerdo con las características establecidas en el método para el estudio 1, se identificaron 54 publicaciones, 18 artículos con el término "refugio" y 36 artículos con el término "Albergue institucional". Se observó que, en su mayoría, los artículos fueron publicados por mujeres con capacitación en psicología, vinculados a instituciones educativas federales en las regiones del sur y sudeste de Brasil y con fondos públicos. La mayoría de las publicaciones incluyeron entrevistas con niños y adolescentes protegidos y fueron impulsadas por cambios en la legislación. Los resultados del estudio 2 muestran que: el desempeño de la psicología en las instituciones de acogida se ve afectado por el proceso de feminización del trabajo; la psicología trabaja para garantizar los derechos; el desempeño de la psicología en las instituciones de acogida colabora en la actualización de las formas de sujeción de los niños pobres; y los psicólogos que actuan en instituciones de acogida consideran que la capacitación que recibieron los há preparado para la práctica clínica. A partir de los resultados, se concluye que la tesis fue consolidada por la psicología, en su producción científica y desempeño en las instituciones de acogida, se fija al discurso materno, actuando para garantizar derechos y actualizando discursos de sometimiento de los niños pobres. En las instituciones de acogida, la psicología se fija en el discurso maternal, además de verse afectada por el proceso de feminización de la profesión.NenhumaA presente tese tem como objetivo analisar o acolhimento institucional a partir da produção científica e dos discursos dos profissionais de psicologia que atuam nas instituições de acolhimento. Acolhimento institucional é um tipo de medida protetiva que pode ser tomada em situação de violência contra crianças e adolescentes. A psicologia está inserida como equipe técnica das instituições de acolhimento de crianças e adolescente e devem produzir relatórios trimestralmente sobre os casos de acolhimento de forma a contribuir com a análise judicial dos casos, além de atuar, cotidianamente, juntos aos acolhidos. Pressupoe-se que: a produção científica da psicologia sobre acolhimento é principalmente feita e dirigida a acadêmicos, é impulsionada por novas legislações; a atuação da psicologia nas instituições de acolhimento é modelada pela construção histórica da profissão e dos modelos de assistência à infância e dos discursos que são formulados e sustentam esses modelos de psicologia e assistência; e que a psicologia atua respaldando a valorização das instituições de acolhimento e culpabilizando as famílias pobres das crianças e adolescentes acolhidos institucionalmente. Partindo-se dos pressupostos apresentados, defende-se a tese de que a psicologia, em sua produção científica e atuação nas instituições de acolhimento, está fixada ao discurso materno, atuando para garantir direitos e atualizando discursos de assujeitamento da infância pobre. Para tal, elegeu-se como categorias teóricas, construídas com base na teoria foucaultiana, discurso e verdade. O estudo 1 tratou-se de uma pesquisa bibliográfica do tipo cientometria com vista a cumprir o primeiro objetivo. Foram utilizados como descritores de busca nas bases de dados o termo “abrigo”, para as publicações entre 2005 e 2010, e o termo “acolhimento institucional”, para as publicações entre 2010 e 2017, nas bases de dados SciELO e Portal de Periódico CAPES/MEC. Foi realizada estatística descritiva como análise de dados. O estudo 2, com vista a cumprir os demais objetivos específicos, foi realizado através da análise crítica do discurso de entrevistas com 6 profissionais de psicologia que atuam em instituições de acolhimento. Segundo as características estabelecidas no método para o estudo 1, foram identificadas 54 publicações, sendo 18 artigos com o termo “abrigo” e 36 artigos com o termo “acolhimento institucional”. Observou-se que, em sua maioria, os artigos foram publicados por mulheres com formação em psicologia, ligadas a instituições de ensino federais das regiões Sul e Sudeste do Brasil e possuíram financiamento público. A maior parte das publicações envolveu entrevistas com crianças e adolescentes acolhidos e foi impulsionada por mudanças na legislação. Os resultados do estudo 2 apontam que: a atuação da psicologia nas instituições de acolhimento é impactada pelo processo de feminilização do trabalho; a psicologia atua garantindo direitos; a atuação da psicologia nas instituições de acolhimento colabora na atualização das formas de assujeitamento da infância pobre; e os psicólogos que atuam em instituições de acolhimento consideram que a formação que recebeu os preparou para a atuação clínica. A partir dos resultados, conclui-se que a tese foi corroborada a psicologia, em sua produção científica e atuação nas instituições de acolhimento, está fixada ao discurso materno, atuando para garantir direitos e atualizando discursos de assujeitamento da infância pobre.
