Among the various areas of public management, the solid waste sector has been a major challenge for the sustainable development of Brazilian cities, with a view to involving sanitary, financial, economic and social issues. With the advent of the National Solid Waste Policy, Law 12305/2010, which has brought important aspects such as eco-efficiency, competitive prices and satisfactory execution of goods and services to human needs, the Public Power has one of its greatest conflicts in the integrated management of solid waste. In the state of Paraíba, the repercussion of the policy has not yet generated effects in its sphere and in the respective municipalities, thus demonstrating a lack of priority in this area of performance of public management. The objective of this dissertation is to measure and analyze the efficiency indices of urban solid waste collection services in the municipalities of Paraíba, for the year 2014, Using the non-parametric methodology Data Envelopment Analysis - DEA, based on the DEA-C and DEA-V models. For that, a theoretical basis was made based on the Set of Production Possibilities and efficiency frontier, as well as using as literary reference academic research aimed at evaluations of service sectors that involved public resources. For application of the methodology, the data used from the Paraiba sample were taken from the portal SNIS and involved variables related to three inputs and one product. In the final step, the efficiency scores from the application of the two models are presented, which were analyzed according to the grouping technique. It is concluded that the municipalities with highest rates of efficiency in DEA-C model contain a certain harmony in their values in DEA-V; however, in general, the same correlation is not observed among the scores of municipalities that do not have high rates in DEA-C version.
