Resumo: The debate on the intersectoral emerges from the recognition that no public policy is able to unilaterally respond to the complex demands that arise in the social sphere. These demands have historically been answered through focused and fragmented actions by state with sectorial public policies. Intersectoriality is addressed by different fields and areas of knowledge that approach it both as a management model, from an instrumental perspective, as a professional practice model. In the health area is conceived as articulation of different sectors to the achievement of promotion, prevention and recovery of health being aggregated to the principle of integrity. The intersectorality in this area has also coated as a professional strategy for the effectiveness of health care. Therefore, this thesis discusses the intersectionality from their inclusion in the field of mental health by the evidence that the discussion on the theme has become dense in this field and has contributed to the structuring of the Brazilian mental health policy and new care practices. This thesis aims to understand the construction and materiality of intersectionality in the mental health field as well as the professional practices of care under this policy. The motivation to investigate this theme arises from the experiences of the researcher in the field of health and projects developed in the context of mental health. The research consists of a qualitative study which elects the comprehensive perspective as the way to interpret social actions. It was defined the method of triangulation as a research strategy when using the systematic bibliographic search and field research with health network professionals from the municipality of João Pessoa, Paraíba, Brazil. A literature review was conducted based on a research of scientific articles in the SciELO database with the following keywords: intersectorality; mental health and psychiatric reform; mental health and intersectorality. It was selected 239 articles published between 2001 and 2014. The documental research considered all the documents relating to mental health edited in the same period. For field research we used the following techniques: focus group, semi-structured interview and sociodemographic questionnaire. The data collection took place in Psychosocial Care Centers (CAPS), in the form III, Childhood CAPS, CAPS Alcohol and Drugs and Emergency Care in Mental Health (PASM), substitute services that integrate mental health network of the municipality. The empirical data was collected from 04 focus groups, one for each service; 14 interviews and 30 questionnaires applied to the toplevel health professionals. Data collection went from January to July 2014. The research enabled the construction of an interpretive model to approach the intersectorality in its various dimensions, which was used for reading the empirical data. The results suggest that professionals construct several arrangements to give materiality to intersectoral action. From the results it was possible to produce a typology which brings together the main practices identified among professionals who work in the mental health network.

From the results it was possible to produce a typology which brings together the main practices identified among professionals who work in the mental health network.Le débat sur la intersectorielle émerge à partir de la mise en évidence qu'aucune politique publique est en mesure de répondre de façon unilatérale aux exigences complexes qui se posent dans le domaine social. Ces demandes ont été historiquement satisfaites par des actions concentrées et fragmentées par de politiques publiques sectorielles. En ce sens, le débat sur le sujet met principalement comme un renversement de la stratégie de la fragmentation des actions de l'état dans l'ensemble des politiques publiques. L'intersectorialité est adressée par différents champs et domaines de connaissances qui la traitent à la fois comme un modèle de gestion, d'un point de vue instrumental, comme un modèle de pratique professionnelle. Dans le domaine de la santé, elle est conçue comme articulation des différents secteurs à la réalisation de la promotion, prévention et rétablissement de la santé étant regroupées au principe d'exhaustivité. L'approche intersectorielle dans ce domaine prend aussi la forme d'une stratégie professionnelle pour l'efficacité des soins de santé. Ce travail aborde l'intersectorialité de leur inclusion dans le champ de la santé mentale comme conséquence de l'intensification de la discussion sur le sujet et à la structuration de la politique brésilienne de santé mentale et de nouvelles pratiques de soins. En ce sens, le travail vise à comprendre la construction et la matérialité de l'intersectorialité dans le domaine de la santé mentale ainsi que la prise en charge des pratiques professionnelles en vertu de cette politique. L'intérêt pour le sujet vient de l'expérience du chercheur dans le domaine de la santé et de projets développés dans le contexte de la santé mentale. La recherche consiste en une étude qualitative qui choisit la perspective compréhensive comme mode d'interprétation des actions sociales. Nous définissons un triangle de méthodes quand nous utilisons la recherche bibliographique systématique, la recherche documentaire et la recherche sur le terrain avec les professionnels du réseau de santé mental de João Pessoa-PB. Une recherche bibliographique a été menée sur la base de données SciELO d'articles scientifiques avec les mots-clés : intersectorielle; santé mentale et réforme psychiatrique; santé mentale et intersectorielle. Nous avons sélectionné 239 articles publiés entre 2001 et 2014. La recherche documentaire a examiné tous les documents relatifs à la santé mentale édités pendant la même période. Pour la recherche sur le terrain, nous avons utilisé les techniques suivantes : groupe cible, entrevue semi-structurée et sociodémographiques. Le recueil de données a eu lieu dans les centres de soins psychosociaux (CAPS), modalité III, CAPS de l'enfant, CAPS alcool et les drogues et les soins d'urgence en santé mentale (PASM), services de substitution qui intègrent le réseau municipal de santé mentale. Quatre groupes cibles ont été organisés, un pour le service, 14 entrevues et 30 questionnaires appliqués aux professionnels de la santé de haut niveau. La collecte de données est allé de Janvier à Juillet 2014. La recherche a permis la construction d'un modèle d'interprétation pour approche intersectorielle dans ses diverses dimensions, qui a été utilisé pour l'interprétation des données empiriques. Les résultats montrent que les professionnels construisent plusieurs arrangements visant à matérialiser l'action intersectorielle. À partir des résultats, il a été possible de créer une typologie qui rassemble les principales pratiques identifiées chez les professionnels qui travaillent dans le réseau de la santé mentale.Conselho Nacional de Pesquisa e Desenvolvimento Científico e Tecnológico - CNPqO debate sobre a intersetorialidade emerge a partir do reconhecimento que nenhuma política pública é capaz de responder unilateralmente as demandas complexas que surgem no âmbito social. Estas demandas historicamente têm sido respondidas por meio de ações focalizadas e fragmentadas do Estado mediante políticas públicas setoriais. Neste sentido, o debate sobre o tema o coloca, principalmente, como uma estratégia de reversão da fragmentação das ações do Estado no conjunto das políticas públicas. A intersetorialidade é abordada pelos diferentes campos e áreas do conhecimento que a tratam tanto como um modelo de gestão, a partir de uma perspectiva instrumental, quanto um modelo de prática profissional. No âmbito da saúde é concebida como articulação dos diferentes setores para a concretização da promoção, prevenção e recuperação da saúde estando agregada ao princípio da integralidade. A intersetorialidade neste âmbito tem se revestido também como estratégia profissional para a efetivação do cuidado em saúde. Desta feita, o presente trabalho aborda a intersetorialidade a partir de sua inserção no campo da saúde mental pela evidência que a discussão sobre o tema tem se adensado neste campo e participado da estruturação da política de saúde mental brasileira e das novas práticas de cuidado. Nesse sentido, o trabalho tem por objetivo compreender a construção e a materialidade da intersetorialidade no campo da saúde mental, bem como das práticas profissionais de cuidado no âmbito desta política. O interesse pela temática surge a partir das experiências do pesquisador no campo da saúde e dos projetos que desenvolveu no âmbito da saúde mental. A pesquisa consiste em um estudo de abordagem qualitativa que elege a perspectiva compreensiva como modo de interpretação das ações sociais. Definimos a triangulação de métodos como estratégia de pesquisa quando utilizamos a pesquisa bibliográfica sistemática, a pesquisa documental e a pesquisa de campo com os profissionais da rede de saúde mental de João Pessoa-PB. A pesquisa bibliográfica foi realizada a partir do levantamento de artigos científicos na base de dados SciELO com os seguintes descritores: intersetorialidade; saúde mental e reforma psiquiátrica; saúde mental e intersetorialidade. Foram selecionados 239 artigos publicados no período entre 2001 e 2014. A pesquisa documental considerou todos os documentos relativos à saúde mental editados no mesmo período. Para a pesquisa de campo utilizamos as seguintes técnicas: o Grupo Focal, a Entrevista Semiestruturada e o Questionário sociodemográfico. A coleta aconteceu nos Centros de Atenção Psicossocial (CAPS), na modalidade III, CAPS infantil, CAPS Álcool e Drogas e Pronto Atendimento em Saúde Mental (PASM), serviços substitutivos que integram a rede de saúde mental do município. Foram realizados 04 grupos focais, um por serviço, 14 entrevistas e aplicados 30 questionários com os profissionais de saúde de nível superior. A coleta de dados transcorreu no período de janeiro a julho de 2014. A investigação possibilitou a construção de um modelo interpretativo para a abordagem da intersetorialidade em suas várias dimensões, que foi utilizado para a leitura dos dados empíricos. Os resultados apontam que os profissionais constroem arranjos diversos para dar materialidade às ações intersetoriais.
