Circuitos ambientalistas e estratégias lixo zero em Florianópolis

Resumo: | This research investigated, through ethnographic research, what we call environmentalist circuits in the city of Florianópolis/SC. Such circuits are constituted by groups engaged in communitary waste management, communitary composting, in movements in defense of agroecology, ecosocialist movements, also counting on people who participate in specific actions in favor of the environment and in actions carried out by Instituto Lixo Zero Brasil and by other public and private entities in the city. On June 4, 2018, through decree No. 18,646, the mayor of the city instituted the Florianópolis Capital Lixo Zero Program, a fact that prompted us to seek a better understanding of what has been called the zero waste concept or strategy to think about the ways they did this concept be mobilized as a social policy and how this policy resulted in socio-cultural processes that involve political dynamics and actions of different florianopolitan groups and social strata. Our ethnographic study used concepts from urban anthropology (Magnani, 2014) and anthropology of public policies (Hincapié, 2015). In the process, we try to understand certain expressions of subjectivity of the population of Florianópolis and which events, paths and trends linked to the issue of sustainability and solid waste management, prior to the Capital Lixo Zero Decree, could have enabled its conception and the transformation of an apparently utopian aspiration into something achievable, from the interface with the State, with the public power or with institutions of organized civil society. |

Tais circuitos são constituídos por grupos engajados na gestão comunitária de resíduos, em compostagem comunitária, em movimentos em defesa da agroecologia, movimentos ecossocialistas, contando também com pessoas que participam de ações pontuais em prol do meio ambiente e de ações realizadas pelo Instituto Lixo Zero Brasil e por outras entidades públicas e privadas da cidade. Em 04 de junho de 2018, por meio do decreto nº 18.646, o prefeito da cidade instituiu o Programa Florianópolis Capital Lixo Zero, fato que nos instigou a buscar compreender melhor o que tem sido chamado de conceito ou estratégia lixo zero, para refletir sobre os caminhos que fizeram esse conceito ser mobilizado como uma política social e como essa política resultou em processos socioculturais que envolvem dinâmicas e ações políticas de diferentes grupos e extratos sociais florianopolitanos. Nosso estudo etnográfico fez uso de conceitos da antropologia urbana (Magnani, 2014) e da antropologia das políticas públicas (Hincapié, 2015).
