Acolhimento na atenção básica no contexto da pandemia

Resumo: | COVID-19 has led health systems to experience an unusual phase, which has required a restructuring of services and a new organization of the work process. The increase in the number of people to be treated simultaneously led Primary Health Care, as the coordinator and organizer of care in the territories, to adopt strategies to cope with the pandemic, as well as to carry out longitudinal monitoring of the population not affected by COVID-19 that continued to need care. In this context, the embracement constitutes an important strategy for change in the operation of services, since it is based on serving everyone, offering comprehensive care, providing solutions, and ensuring continuity of care based on the user's needs. The objective was to analyze the performance of embracement in Primary Health Care in the municipality of Cabedelo-PB in the context of the pandemic of COVID-19. This is a descriptive and exploratory research, with a qualitative approach. Participated in the study 15 nurses working in Primary Care who met the inclusion criteria. Data were collected through face-to-face and recorded interviews with all participants through a script containing semi-structured questions and were analyzed using the Content Analysis Technique, emerging three categories: perception about the embracement; challenges to the embracement during the pandemic and changes in the work process. As a result, the study showed the role of nursing in user embracement to the detriment of other professions that work in the family health strategy, and that most participants understand well the meaning of embracement, although some still have a mistaken view on the subject. The challenges reported by the interviewees are related to structural/organizational problems, professionals and users. However, even in the face of such difficulties, the study ratifies the importance of primary health care in facing the pandemic, especially through the adoption of strategies to allow the reception of users, such as: care for the infected at different times; adequacy of the physical structure; availability of Personal Protective Equipment; health education for guidance on the disease and to combat fake news; the use of Information and Communication Technology for telecare, among others. Finally, it is recommended structuring investments in health units of Primary Health Care and in continuing education activities for professionals, as well as the development of public policies to deal with the sequels of COVID-19. Future research with other health professional categories may be conducted to analyze the reality of the embracement in Primary Health Care services, particularly in the context studied. |

O aumento do número de pessoas a serem atendidas simultaneamente levou à Atenção Primária à Saúde, enquanto coordenadora e ordenadora do cuidado nos territórios, a adotar estratégias para o enfrentamento da pandemia, assim como realizar o acompanhamento longitudinal da população não acometida pela COVID-19 que seguia precisando de cuidados. Nesse contexto, o acolhimento constitui uma estratégia importante para mudança no funcionamento dos serviços, uma vez que tem como base atender a todos, oferecendo atenção integral, resolutiva e garantindo a continuidade da assistência a partir das necessidades do usuário. Objetivou-se analisar a realização do Acolhimento na Atenção Primária à Saúde do município de Cabedelo-PB no contexto da pandemia da COVID-19. Trata-se de uma pesquisa descritiva e exploratória, com abordagem qualitativa. Participaram do estudo 15 enfermeiras atuantes na Atenção Primária à Saúde que atenderam aos critérios de inclusão. Os dados foram coletados por meio de entrevistas presenciais e gravadas com todas as participantes mediante um roteiro contendo perguntas semiestruturadas e foram analisados através da Técnica de Análise de Conteúdo emergindo três categorias: percepção sobre o acolhimento; desafios para o acolhimento durante a pandemia e mudanças no processo de trabalho. E como resultado, o estudo demonstrou o protagonismo da enfermagem no acolhimento aos usuários em detrimento de outras profissões que atuam na estratégia saúde da família e, que a maioria das participantes compreende bem o significado do acolhimento apesar de algumas ainda apresentarem uma visão equivocada sobre o tema. Os desafios relatados pelas entrevistadas estão relacionados a problemas estruturais/organizacionais, aos profissionais e aos usuários. No entanto, mesmo diante de tais dificuldades, o estudo ratifica a importância da atenção primária à saúde no enfrentamento da pandemia, sobretudo através da adoção de estratégias para permitir o acolhimento aos usuários, tais como: atendimento dos infectados em horários distintos; adequação da estrutura física; disponibilização de Equipamentos de Proteção Individual; a educação em saúde para orientação sobre a doença e no combate as fake news; a utilização das Tecnologias da Informação e Comunicação para teleatendimento, entre outras. Por fim, recomenda-se investimentos estruturantes nas unidades de saúde da Atenção Primária à Saúde e nas atividades de educação permanente para os profissionais, bem como a elaboração de políticas públicas para lidar com as sequelas da COVID-19.
