Observadas as diversas teorias que fornecem prescrições sobre política industrial, entende-se que é necessário avaliar não apenas o desenho da política per se, mas também o ambiente político-institucional e político-social em que ela é lançada. O trabalho se propõe, portanto, a analisar as seguintes hipóteses: (i) ocorre, no caso brasileiro, uma deficiência no arranjo político-social, que impede que política industrial seja revertida em ganhos concretos; (ii) haveria, no Brasil, poucas ramificações e canais a partir da política industrial, que deveria ser mais descentralizada e articulada; (iii) derivada desta última, entende-se que comparada à experiência chinesa, a política industrial brasileira seria menos exitosa por conta de um descolamento entre a política industrial e um projeto de desenvolvimento mais amplo e, finalmente, (iv) o ambiente político-institucional no qual a política industrial é lançada seria determinante para seu sucesso ou fracasso. Compreendendo que a reprimarização da pauta de exportações brasileira é uma realidade concreta, efeito do processo de ascensão da China nas últimas décadas, é relevante identificar a efetividade e as falhas da política industrial recente, a qual tem se mostrado incapaz de reverter o movimento de redução da participação do setor industrial no PIB. No caso específico brasileiro, parece haver um entrave pelo entrelaçamento entre o poder econômico e o poder político, os quais têm produzido ciclos perversos ao desenvolvimento. Destaque-se, ainda, que ocorre, no país latino americano, uma trajetória cíclica, de crescimento fragmentado, destruído por descontinuidades políticas e conflitos de classe de grandes dimensões. Para a China, observa-se relativa continuidade, certa linearidade de seu projeto de desenvolvimento, onde se consegue reverter políticas em ganhos para a sociedade, estabelecendo uma relação de longa data. O trabalho está dividido em quatro capítulos, sendo o primeiro teórico, dois capítulos sobre política industrial no Brasil e na China e uma conclusão.CAPESConsidering industry as the most dynamic sector of the economy, and the State as an inductive agent of economic development, this thesis deals with the question of industrial policy in Brazil and China, using as methodological apparatus the artifice of comparison between this two experiences. Having observed the various theories that provide prescriptions on industrial policy, it is understood that it is necessary to evaluate not only the policy design per se but also the political-institutional and political-social environment in which it is launched. This research proposes, therefore, to analyze the following hypotheses: (i) in the Brazilian case, there is a deficiency in the political-social arrangement, which prevents industrial policy from being reverted to concrete gains; (ii) there would be, in Brazil, few branches and channels from industrial policy, which should be more decentralized and articulated; (iii) derived from the latter, it is understood that compared to the Chinese experience, Brazilian industrial policy would be less successful due to a disconnect between industrial policy and a broader development project, and (iv) the political-institutional context in which industrial policy is launched would be decisive for its success or failure. Understanding that the reprimarization of the Brazilian export agenda is a concrete reality, an effect of the process of China’s rise in recent decades, it is relevant to identify the effectiveness and failures of recent industrial policy, which has been unable to reverse the reduction of the industrial sector’s share of GDP. In the specific case of Brazil, there seems to be an obstacle to the interweaving between economic power and political power, which have produced perverse cycles to the economic development. It should also be noted that, in the Latin American country, there is a cyclical trajectory, of fragmented growth, destroyed by political discontinuities and large class conflicts. For China, there is a relative continuity, a certain linearity of its development project, where policies can be reversed in terms of gains for society, establishing a long-standing relationship.
