POLICIES FOR EARLY CHILDHOOD EDUCATION: ACRE'S UNIQUE REFERENCE CURRICULUM

Resumo: | This article addresses a study on the Unique Reference Curriculum of Acre for Excellence for All, explicitly focusing on Early Childhood Education (CRUA/EI), grounded on the Brazilian Common National Curricular Base (BNCC). As an investigation procedure, documentary analysis was carried out, which were analyzed by BNCC, CRUA, these documents were analyzed, along with the Law of Guidelines and Bases of Education (9394/96) and the National Curricular Guidelines for Early Childhood Education (2009). Methodologically, the research is characterized by a qualitative, exploratory approach, which included a review of theses, dissertations, and articles available in the Coordination for the Improvement of Higher Education Personnel (CAPES) database. Bardin’s Content (1977), analysis was used for data analysis, through which central and intermediate categories were subsequently developed. The results demonstrate that CRUA/EI meets the standards indicated in the BNCC. From Sacristán’s (2000) perspective, this Curriculum is characterized as a prescriptive curriculum. Regarding community participation in its construction, no discussion spaces were opened in the initial phases, and it was observed that when participation was opened, it was only possible through online consultation. The predominant participation of the team from the Municipal Education Secretariat of Rio Branco (SEME) was confirmed, albeit in a limited manner. Thus, we observed that the construction process of the CRUA-EI occurred hastily. The document overlooked the democratic conception in its formulation. |

Como procedimiento de investigación se realizó análisis documental, los cuales fueron analizados por BNCC, CRUA, la Ley de Lineamientos y Bases de la Educación (9394/96) y los Lineamientos Curriculares Nacionales para la Educación Infantil (2009). Metodológicamente, la investigación se caracterizó por un enfoque cualitativo, exploratorio, que incluyó un levantamiento de tesis, disertaciones y artículos disponibles en la Base de Datos de la Coordinación para el Perfeccionamiento de la Educación Superior (CAPES). Para analizar los datos se utilizó el Análisis de Contenido de Bardin (1977), en el que se elaboraron a posteriori las categorías central e intermedia. Foram analisados estes dois documentos, a Lei de Diretrizes e Bases da Educação (9394/96) e as Diretrizes Curriculares Nacionais para a Educação Infantil (2009). Metodologicamente, a pesquisa caracteriza-se como abordagem qualitativa, exploratória, a qual contou com levantamento de teses, dissertações e artigos disponíveis no Banco de dados da Coordenação de Aperfeiçoamento de Nível Superior (CAPES). Para análise dos dados, foi utilizada Análise de Conteúdo de Bardin (1977), em que foram elaboradas, a posteriori as categorias centrais e intermediárias. Os resultados demonstram que o CRUA/EI atende o que é indicado na BNCC. Este Currículo, sob a ótica de Sacristán (2000), caracteriza-se como um currículo prescritivo. Quanto a participação da comunidade na sua construção, não foram abertos espaços de discussões nas fases iniciais e, percebemos que quando aberta a participação só foi possível por meio da consulta on-line. Foi constatada mesmo que de forma limitada a predominância da participação da equipe Secretaria Municipal de Educação do Município de Rio Branco (SEME). Assim, constatamos que o processo de construção do (CRUA-EI) ocorreu de forma aligeirada.
