The configuration of private-market agenda of Higher Education’s expansion

Resumo: | This study was carried out based on a critical and social reflection on the phenomena that permeate the public funds transfer to the private sector of higher education. As a research path, it adopts the assumptions of the conjuncture analysis technique according to Souza (1985). In regards of that approach, events, actors and scenarios are prioritized towards the determination of the private-mercantile agenda in Higher Education. More specifically, it discusses the apprehension context of the ultraneoliberal dynamics that established Temer’s and Bolsonaro administrations (2016-2021), and questions how they provide the necessary support for the implementation of the agenda of commodification and financialization of Higher Education. The study concludes that Bolsonarist management undermined the resources for maintaining public universities, generating a growing process of deregulation regarding the recognition and maintenance of undergraduate and graduate courses; the deautonomization of these institutions; and the astute sizing of resources from the public fund to conglomerates and private educational entities, meeting private and marketing interests. |

Como camino de investigación, son adoptados los supuestos de la técnica de análisis de coyuntura según Souza (1985). En ese sentido, se priorizan eventos, actores y escenarios hacia la determinación de la agenda privado-mercantil en la Educación Superior. Más específicamente, discute el contexto de aprensión de las dinámicas ultraneoliberales que establecieron las administraciones de Temer y Bolsonaro (2016-2021), y cuestiona cómo proporcionan el fomento necesario para la implementación de la agenda de mercantilización y financiarización de la Educación Superior. El estudio concluye que la gestión bolsonarista socavó los recursos para el mantenimiento de las universidades públicas, generando un proceso creciente de desregulación en cuanto al reconocimiento y mantenimiento de los cursos de grado y posgrado; la desautonomización de estas instituciones; y el astuto dimensionamiento de recursos del fondo público a conglomerados y entidades educativas privadas, atendiendo intereses privados y mercantis.Este estudo foi realizado a partir de uma reflexão crítica e social acerca dos fenômenos que permeiam a transferência de fundos públicos para a educação superior privado-mercantil. Como caminho de pesquisa, adota os pressupostos da técnica de análise de conjuntura segundo Souza (1985), priorizando acontecimentos, atores e cenários que determinam a agenda privado-mercantil na Educação Superior. De forma mais específica, discute o contexto de apreensão das dinâmicas ultraneoliberais que alicerçaram os governos Temer e Bolsonaro (2016-2021), e questiona como elas aportam o fomento necessário para a concretização da agenda de mercantilização e financeirização da educação superior.
