2030-ONU agenda as a neoliberal language act: quality education and social inequalities

Resumo: The objective of the study was to present evidence that the 2030-ONU Agenda, mainly in its Objective 4, which deals with Quality Education, may be involved in neoliberal values and principles. It is a qualitative research, of a basic nature, which made use of discourse analysis on the corpus, highlighting the analysis of the concept of quality as one of the objectives of the 2030-UN Agenda. The chapter-article was based on the contributions of Bauman (2015) and Bourdieu (1998, 2001), allying with the appropriation of categories of social inequality caused by the effects of neoliberal discourse. It is also cited, among other authors, Silva (2015, 2020) and Charlot (2013) with regard to a better understanding of the neoliberal effects on public education. Based on the reasoning and subsequent discussion, it was concluded that the concept of Quality Education contained in the 2030-UN Agenda is of a neoliberal nature, intending to train individual entrepreneurs by emphasizing mathematics, engineering and applied knowledge, inciting competition and more inequality between people.

Se trata de una investigación cualitativa, de carácter básico, que hizo uso del análisis del discurso sobre el corpus, destacando el análisis del concepto de calidad como uno de los objetivos de la Agenda 2030-ONU. El capítulo-artículo se basó en los aportes de Bauman (2015) y Bourdieu (1998, 2001), aliándose con la apropiación de categorías de desigualdad social provocadas por los efectos del discurso neoliberal. También se cita, entre otros autores, a Silva (2015, 2020) y Charlot (2013) con respecto a una mejor comprensión de los efectos neoliberales en la educación pública. Con base en el razonamiento y la discusión posterior, se concluyó que el concepto de Educación de Calidad contenido en la Agenda 2030-ONU es de carácter neoliberal, pretendiendo formar emprendedores individuales enfatizando las matemáticas, la ingeniería y el conocimiento aplicado, incitando a la competencia y más desigualdad entre gente.O objetivo do estudo foi apresentar aspectos indiciários de que a Agenda 2030-ONU principalmente em seu Objetivo 4, que trata da Educação de Qualidade, está envolvida em valores e princípios neoliberais. É uma pesquisa qualitativa, de natureza básica, que fez uso da análise de discurso sobre o corpus, destacando-se a análise do conceito de qualidade como um dos objetivos da Agenda 2030-ONU. No artigo se trabalhou a partir das contribuições de Bauman (2015), com suas colocações sobre as desigualdades sociais e Bourdieu (1998, 2001), e os efeitos negativos relacionados à ofensiva neoliberal. Cita-se ainda, entre outros autores, Silva (2015, 2020) e Charlot (2013) no que se refere a uma melhor compreensão dos do neoliberalismo na educação pública, que tem em comum a discussão do conceito de qualidade na educação, enquanto o primeiro refere a qualidade total como neoliberal, o segundo altermundialista apresenta o conceito de qualidade não necessariamente neoliberalista.
