Educational management in the National Education Plan of Brazil and Paraguay: similarities, divergences and challenges

Resumo: | The aim of this study is to understand the concept of educational management presented in the National Education Plan (PNE) in Brazil and Paraguay, seeking to highlight their similarities, differences and challenges. To this end, we carried out documentary research, using as our source legislation on educational management and the National Education Plan in Brazil and Paraguay. We concluded that both the Brazilian and Paraguayan PNEs have a hybrid conception of educational management, with characteristics of democratic educational management as it seeks to meet the wishes of its population, seeking their participation in the educational process, with a view to training them for citizenship; as well as characteristics of managerial management as it seeks efficiency, control and performance with a view to educational results, as required by the international education agenda, which aims to eradicate illiteracy, monitoring, modernising education in countries, public-private partnerships and, above all, educational results. |

Con este fin, realizamos una investigación documental, teniendo como fuente documental la contribución normativa que abarca la gestión educativa y el Plan Nacional de Educación en Brasil y Paraguay. Se concluye que tanto en la PNE de Brasil como en Paraguay, existe una hibridez en la concepción de la gestión educativa, presentando características de la gestión democrática de la educación cuando se busca satisfacer los deseos de su población, buscando su participación en el proceso educativo, con miras a su formación para la ciudadanía; así como las características de la gestión de la gestión en la búsqueda de la eficacia, el control y el desempeño con miras a los resultados educativos, como lo exige la agenda educativa internacional, que intenta la erradicación del analfabetismo, el monitoreo, la modernización de la educación en los países, la asociación público-privada y, principalmente, los resultados educativos.Neste estudo busca-se apreender a concepção de gestão educacional apresentada no Plano Nacional de Educação (PNE) do Brasil e do Paraguai, procurando evidenciar suas similitudes, divergÇencias e desafios. Para tanto, realizamos pesquisa documental, tendo como fonte documental aporte normativo que abarca a gestão educacional e o Plano Nacional de Educação no Brasil e no Paraguai.
