Resumo: The purpose of the text is to identify the foundations of the World Bank for Brazilian Early Childhood Education. The study of qualitative approach, had the bibliographical and documental research. The primary sources refer to documents from the Bank for Childhood and follow-up reports from the National Education Plan. Considering the managerial perspective adopted by the World Bank to guide Early Childhood Education policies, we identified cost-benefit notions and managerial quality as the main foundations of its guidelines. Such notions identify Early Childhood Education as a poverty alleviation mechanism, which must be offered without encumbering the State, therefore, the Bank suggests expanding the offer of this stage of Basic Education through public-private partnerships. The private sector is considered a quality reference, therefore, it would achieve more efficient effects for the education of poor children. Such fundamentals attribute to Early Childhood Education the purpose of managing the childhood of the future generation of workers to be exploited by capital.

El estudio de enfoque cualitativo, tuvo la investigación bibliográfica y documental. Las fuentes primarias se refieren a documentos del Banco de la Infancia e informes de seguimiento del Plan Nacional de Educación. Considerando la perspectiva gerencial adoptada por el Banco Mundial para orientar las políticas de Educación Infantil, identificamos las nociones de costo-beneficio y la calidad gerencial como los principales pilares de sus lineamientos. Tales nociones identifican a la Educación Inicial como un mecanismo de alivio de la pobreza, que debe ofrecerse sin gravar al Estado, por lo que el Banco sugiere ampliar la oferta de esta etapa de la Educación Básica a través de alianzas público-privadas. El sector privado es considerado un referente de calidad, por lo tanto, lograría efectos más eficientes para la educación de los niños pobres. Tales fundamentos atribuyen a la Educación Infantil el propósito de gestionar la niñez de las futuras generaciones de trabajadores para ser explotados por el capital.O objetivo do texto é identificar os fundamentos do Banco Mundial para Educação Infantil brasileira. O estudo de abordagem qualitativa, contou com a pesquisa bibliográfica e documental. As fontes primárias se referem aos documentos do Banco sofre a infância e aos relatórios de acompanhamento do Plano Nacional de Educação. Considerando a perspectiva gerencial, adotada pelo Banco Mundial para orientar as políticas para a Educação Infantil, identificamos como principais alicerces das suas orientações, as noções de custo-benefício e a qualidade gerencial. Tais noções identificam a Educação Infantil como um mecanismo de mitigação da pobreza, que deve ser ofertado sem onerar o Estado, por isso, o Banco sugere a ampliação da oferta dessa etapa da Educação Básica pelo caminho das parcerias público-privado. O setor privado é considerado referência de qualidade, portanto, conseguiria efeitos mais eficientes para educação das crianças pobres.
