Transnacionalidade da Língua Portuguesa, política linguística externa e cooperação acadêmica Sul-Sul nos governos Lula da Silva-Dilma Rousseff (2003 – 2016)

During the Lula da Silva (2003-2010) and Dilma Rousseff (2010-2016) governments in Brazil, South-South international academic cooperation was strengthened, particularly concerning Portuguese-speaking African Countries (PALOPs). There was, for example, an increase in undergraduate and graduate exchange programs (PEC-G and PEC-PG) and the creation of the University of International Integration of Afro-Brazilian Lusophony (UNILAB). Among the factors that usually justify this educational partnership are the colonization history of these regions of the South Atlantic and the sharing of the Portuguese language as an official language (although not a majority language in all countries). The present paper intends to analyze, in the scope of the linguistic and educational policies of academic agreement, the status of the Portuguese language in the process of integration in the Brazilian higher education of students stemming from PALOPs. Questioning the ethnocentric and utopian idea of "lusophony" (FARACO, 2016), as well as its "common cultural base" homogenizing spaces, subjects and languages, the paper discuss of the erasure of the symbolic violence of Portuguese linguistic colonization in CPLP discourses as well as the neocolonial assumptions and economic interests of Brazilian academic cooperation.
