Defesa : Curitiba, 14/11/2020Inclui referênciasResumo: Estudos sobre a participação das mulheres na política evidenciam maior participação no poder local, tanto de maneira formal como informal, do que em outras instâncias de poder. Ainda assim, o poder local no Brasil é predominantemente ocupado por homens desde suas origens. A Câmara Municipal de Curitiba (CMC) foi fundada no final do século XVII, em 1693, mas somente em 1947 ocorreu a eleição da primeira mulher para ocupar o cargo de Vereadora, em consonância com as transformações políticas e sociais que ocorriam em todo o país. De 1947 a 2016, um total de 24 mulheres assumiram um ou mais mandatos na CMC, dentre elas, 19 Vereadoras eleitas como titulares e 5 eleitas para suplência, mas que ocuparam uma cadeira na instituição, somando ao todo 46 mandatos ao longo do período estudado. Esta dissertação é o resultado da investigação da trajetória de 22 mulheres Vereadoras eleitas no período 1982-2016, seu ciclo de vida e trajetórias políticas anteriores ao primeiro mandato como Vereadora. As etapas desta pesquisa foram orientadas pela discussão da literatura sobre Mulheres e Legislativo Municipal. O método de abordagem é o prosopográfico, com o uso de fontes históricas para o estudo das trajetórias. Para preencher as lacunas dessas fontes, foram aplicadas entrevistas, o que possibilitou a construção de notas biográficas sobre as Vereadoras. As análises realizadas demonstraram a importância da escolaridade, da construção de um Capital político próprio, tempo de engajamento social em demandas locais direcionadas à sociedade em geral ou ao poder público municipal, ter ocupado, em algum momento, uma posição de destaque em uma organização pública ou privada relacionada a sindicatos, partidos, igrejas, associações profissionais, filantrópicas, ou de luta por direitos sociais. Além disso, certa tendência em disputar a eleição por um partido político situado ao Centro ou à Direita do espectro político ideológico. Palavras-chave: Poder Local no Brasil. Mulheres Vereadoras. Trajetórias políticas de mulheres.Abstract: Studies on women's participation in politics show that women participate more in local power, both in formal and informal power, than at other levels of power. Still, Brazilian local power has been predominantly occupied by men since its origin. The Curitiba City Council (CMC) was founded at the end of the 17th century, in 1693, but it was only in 1947 that the first woman was elected to the position of councillor, in line with the political and social transformations that were taking place throughout the country. From 1947 to 2016, a total of 22 women served one or more terms at the CMC, 19 councilors was elected as full members and 5 elected as alternates, but who also held a seat in the institution, making a total of 46 terms over the years under study. This dissertation is the result of an investigation into the profile background of these 22 elected women councillors in the period 1982-2016, their life cycle and their political careers prior to their first term as a councillor. The stages of this research were guided by discussion of the literature on women and the municipal legislature. The method of analysis is prosopography, using historical sources to study the trajectories. To complement the gaps in these sources, interviews were applied that allowed the construction of biographical notes on the women councillors. The results demonstrated the importance of schooling, of building one's political capital, of time spent on social commitment in local demands directed at society in general or at the municipal public power, of having occupied, at some point, a prominent position in a public or private organization related to trade unions, parties, churches, professional associations, philanthropy or the struggle for social rights. In addition, a certain tendency to contest the election by a political party located in the centre or on the right of the ideological political spectrum. Keywords: Local power in Brazil.
