Transformations in a contested market: stability and upgrading of the steel industry in the eastern Amazon

Resumo: | The work discusses the transformations and the search for successive moments of stability in the steel production market located in the eastern Amazon. The starting point for the analysis of a steel hub that emerged through enormous state resources and social expectations, entangled in the economic policies of military governments, is the remarkable transformations it has undergone in the last two decades. Relying on regulationist and strategic action fields approaches, it was observed how transformations escaped the specific decisions of companies, and were rooted in the effects of the actions of other types of actors located in nearby social fields: on the one hand, non-economic actors begin to carry out social criticism, denouncing environmental and labor irregularities in steel production, thus engendering an institutional crisis to be faced by companies; and, on the other hand, economic actors, who, in order to respond to social criticism and economic pressures, undertook innovations, by modifying either their productive organization or the rules that regulate relations in this market. These transformations led to the transformation of conceptions of control, which in different periods supported the institutional logic that guarantees market stability, allowing progress in the modalities of economic and social improvement (upgrading), given that there were companies that advanced in the value chain and social protest agendas were reduced. |

El punto de partida para el análisis de un centro siderúrgico que surgió a través de enormes recursos estatales y expectativas sociales, enredadas en las políticas económicas de gobiernos militares, son las notables transformaciones que ha experimentado en las últimas dos décadas. A partir de enfoques regulacionistas y de campos de acción estratégicos, se observó cómo las transformaciones escaparon a las decisiones específicas de las empresas, y enraizaron en los efectos de las acciones de otro tipo de actores ubicados en campos sociales cercanos: por un lado, los actores no económicos. comenzar a realizar crítica social, denunciando irregularidades ambientales y laborales en la producción de acero, generando así una crisis institucional que deben enfrentar las empresas; y, por otro lado, los actores económicos, quienes, para responder a las críticas sociales y a las presiones económicas, emprendieron innovaciones, modificando ya sea su organización productiva o las reglas que regulan las relaciones en este mercado. Estas transformaciones llevaron a la transformación de las concepciones de control, que en distintos períodos sustentaron la lógica institucional que garantiza la estabilidad del mercado, permitiendo avanzar en las modalidades de mejora económica y social (upgrading), dado que hubo empresas que avanzaron en la cadena de valor y Se redujeron las agendas de protesta social.O trabalho discute as transformações e a busca de sucessivos momentos de estabilidade no mercado de produção siderúrgica localizado na Amazônia oriental. O ponto de partida para a análise de um polo siderúrgico emergido através de vultosos recursos estatais e expectativas sociais, enredados nas políticas econômicas dos governos militares, está nas marcantes transformações pelas quais passou nas últimas duas décadas. Apoiando-se nas abordagens regulacionista e dos campos de ação estratégica, observou-se como as transformações escaparam das decisões específicas das empresas e enraizaram-se nos efeitos das ações de outros tipos de atores situados em campos sociais próximos: de um lado, atores não econômicos passam a desempenhar uma crítica social, denunciando irregularidades ambientais e trabalhistas na produção siderúrgica, engendrando uma crise institucional a ser enfrentada pelas empresas; e, de outro, atores econômicos, que na finalidade de responder à crítica social e às injuções econômicas, empreenderam inovações, seja modificando sua organização produtiva ou as normas que regulam as relações neste mercado.
