The social construction of charcoal’s labor market in eastern Amazon: corporativist strategies and social criticism

Resumo: This article discusses the process of construction and transformation of the charcoal labor market for the steel industry in eastern Amazonia, especially in Maranhão, with a theoretical contribution that reveals the actions of diverse agents of the social world. It seeks to figure out how social agents (social and union movements), politicians (State) and economic agents (companies) are acting in this market, through campaigns for changes in labor relations and the system for recruiting labor, which moved from a context of informality and lack of job security to a situation where workers are more protected through the CLT and the presence of institutions of state regulation, active in the supervision and negotiation of working conditions. The research is based on bibliographical research and the monitoring of the situation analyzed through the mobilization of quantitative data provided by the Ministério do Trabalho e Emprego (RAIS) and interviews with the main actors involved.

Se trata de percibir como agentes sociales (movimientos sociales y sindicales), políticos (Estado) y agentes económicos (empresas), vienen actuando en ese mercado, a través de campañas por la modificación de las relaciones de trabajo y de los mecanismos de reclutamiento de mano de obra, que pasaron de un contexto de precariedad e informalidad para una situación más amparada en la CLT y con la presencia de instituciones de regulación estatal, actuando en el proceso de fiscalización y negociación de las condiciones de trabajo. La investigación se fundamenta en pesquisa bibliográfica y en el acompañamiento de la situación analizada, por intermedio de la movilización de datos cuantitativos puestos a disposición por el Ministerio de Trabajo y Empleo (RAIS) y de la realización de entrevistas con los principales actores involucrados.O artigo discute o processo de construção e transformação do mercado de trabalho do carvão vegetal para fins siderúrgicos na Amazônia oriental, sobretudo em sua parte maranhense, utilizando um aporte teórico que evidencia a ação de agentes diversificados do mundo social. Trata-se de perceber como agentes sociais (movimento sociais e sindicais), políticos (Estado) e agentes econômicos (empresas), vêm atuando nesse mercado, através de campanhas pela modificação das relações de trabalho e dos mecanismos recrutamento de mão de obra, que passaram de um contexto de precariedade e informalidade para uma situação mais amparada na Consolidação das Leis do Trabalho (CLT) e com a presença de instituições de regulação estatal, atuando no processo fiscalização e negociação das condições do trabalho.
