THE FACTORS CONDITIONING THE EXPORT BEHAVIOUR OF THE FOOTWEAR INDUSTRY IN FRANCA, SÃO PAULO, BRAZIL

Resumo: The aim of the present study is to investigate, in the light of the theories on company internationalisation, the method by which the footwear manufacturers based in Franca, São Paulo State have entered the international market, as well as examining the factors conditioning their export behaviour. The investigation sought to identify the characteristics of the firm, the management, production and marketing teams, or their products, in both the domestic and international market. Furthermore, the degree of product differentiation, the image of the manufacturing centre, the expectations regarding the advantages of international trade and the perception of the internal obstacles to exports were investigated.  Lastly, the method used to enter the international market was analysed together with the current stage of those firms in the process of internationalising their activities.  It can be stated that the firms in the footwear industry in Franca follow a strategy of gradual entry into the international market, in accordance with the literature on the process of internationalisation.  Some of the factors that condition the commitment to export, the strategies used and the actions implemented in order to penetrate the international market have also been identified and a model of the exporting firm within the footwear industry in Franca is suggested.  What is revealed is that the firms that do not export have internal problems related to the perception of a lack of production capacity to meet the international market, difficulty in dealing with language and cultural differences and a general lack of export know-how.  All this is allied to a somewhat distorted view of the benefits that internationalisation can bring to firms, from the point of view of the opportunities for  growth and of diversification of the manufactured products that the international market offers and of the profitability to be obtained with exports. The perception of the managers is that such firms also lack sufficient quality and technology in their manufacturing process, which is reflected in lower sales prices when compared to those practiced by exporting firms.

La investigación buscó identificar las características de la empresa, del equipo dirigente, de la producción y de la comercialización de sus productos, tanto en el mercado interno como externo. Fueron investigados aun el grado de diferenciación del producto, la imagen del polo productivo, las expectativas sobre las ventajas del comercio internacional y la percepción de barreras internas a la exportación. Por último se verificó la forma utilizada para la inserción en el mercado externo y el momento actual de esas empresas en el proceso de internacionalización de sus actividades. Se puede afirmar que las empresas de la industria zapatera francana siguen una estrategia gradual de inserción en el mercado internacional, en consonancia con la literatura sobre el proceso de internacionalización. Fueron identificados, también, algunos condicionantes del compromiso exportador, las estrategias utilizadas y las acciones implementadas para penetración en el mercado externo y sugerido un modelo de la empresa exportadora de la industria zapatera francana. Lo que se percibe es que las empresas que no exportan presentan problemas internos relacionados a la percepción de la falta de capacidad de producción para atender al mercado externo, a la dificultad en soportar con las diferencias lingüísticas y culturales y el desconocimiento general de como exportar. Todo eso aliado a una visión hasta cierto punto distorsionada de los beneficios que la internacionalización puede traer para las empresas, desde el punto de vista de las oportunidades de crecimiento y de diversificación de los productos fabricados que el mercado externo ofrece y de la rentabilidad a ser obtenida en las exportaciones. Pode-se afirmar que as empresas da indústria calçadista francana seguem uma estratégia gradual de inserção no mercado internacional, em consonância com a literatura sobre o processo de internacionalização. Foram identificados também alguns condicionantes do compromisso exportador, as estratégias utilizadas e as ações implementadas para penetração no mercado externo e sugerido um modelo da empresa exportadora da indústria calçadista francana. O que se depreende, é que as empresas que não exportam apresentam problemas internos relacionados à percepção da falta de capacidade de produção para atender ao mercado externo, à dificuldade em lidar com as diferenças lingüísticas e culturais e o desconhecimento geral de como exportar. Tudo isso aliado a uma visão até certo ponto distorcida dos benefícios que a internacionalização pode trazer para as empresas, do ponto de vista das oportunidades de crescimento e de diversificação dos produtos fabricados que o mercado externo oferece e da rentabilidade a ser obtida nas exportações.
