ORGANIZATIONAL (RE) STRUCTURE UNDER THE LOGIC OF COMPETENCY. A PROPOSAL OF THE APPLICATION OF A SMALL CONSULTING BUSINESS

Resumo: The study being maintained in the model of theory of the competencies management has the objective to explore, describe and change the system of how activities are being developed in a small consulting business. Being oriented by authors who have proposed the operation of the concept of competencies in organizations, a frame was built for the reference of the cells of organization in a way that it would be transparent and consistent with management, the biggest challenge of the small companies. The frames are composed by attributes as missions, attributions, results indicators, and competencies, all defined as the basis of the strategy and objectives desired by the organization. Not only this proposal aims to explore and describe, but also to change, the study used as the a research-action. This method does not limit itself in describing one situation, but also in some cases to produce change in the group where it is being applied. The processing of the research and the previous achieved results demonstrated that the basing of the organizational management from a pattern established in the competence logic causes turbulences and discomfort, even though it brings significant contributions. Among them, clear and limiting information about attributions and results expected in each area; direction and professionalism in the decision making; and identification and necessary competence management to the competitive act.

Orientándose por autores que proponen la instrumentalización del concepto competencias, fueron construidos cuadros de referencias para las células de la organización buscando mayor transparencia y consistencia en las acciones de gestión, cuya ausencia es un grave problema en las pequeñas empresas. Los cuadros son compuestos de atributos como misión, atribuciones, contribuciones, indicadores de resultados y competencias, todos definidos con base en las estrategias y objetivos añorados por la organización. Frente a la propuesta de no sólo explorar y describir, pero también cambiar, el estudio utilizó como orientación metodológica la investigación-acción. Método que no se limita a delinear una situación, pero también, en ciertos casos, desencadenar cambios en el seno de la colectividad implicada. El procesamiento de la investigación y los resultados previos alcanzados demostraron que la orientación de la gestión por un modelo fundamentado en la lógica de la competencia provoca turbulencias e incomodidad, sin embargo trae consigo contribuciones significativas, tais como: informaciones claras y delimitadoras sobre atribuciones y resultados esperados de cada área; encaminamiento y profesionalismo en la tomada de decisión e identificación y gestión de las competencias necesarias a la actuación competitiva.O estudo, sustentado nas premissas teóricas da gestão por competências, objetiva explorar, descrever e mudar a sistemática de execução das atividades de uma pequena empresa de consultoria. Orientando-se por autores que propõem a operacionalização do conceito competências, foram construídos quadros de referências para as células da organização buscando maior transparência e consistência nas ações de gestão, cuja ausência é um grave problema nas pequenas empresas. Os quadros são compostos de atributos como missão, atribuições, contribuições, indicadores de resultados e competências, todos definidos com base nas estratégias e objetivos almejados pela organização. Frente à proposta de não só explorar e descrever, mas também mudar, o estudo utilizou como orientação metodológica a pesquisa-ação. Método que não se limita a delinear uma situação, mas também, em certos casos, desencadear mudanças no seio da coletividade implicada.
