CHANGES IN MANAGEMENT STRUCTURES AND INTERNAL PROCESSES: THE CASE OF THE WORKERS PARTY IN THE GOVERNMENT OF THE STATE OF RIO GRANDE DO SUL

Resumo: | One of the most remarkable facts in the recent history of Brazilian politics is the ascension of the Workers Party, growth that is partly sustained in promises to bring about changes. If the Party’s ideals, based on social justice, inclusion, participation, among others, as well as its most wide-ranging proposals are well known, the same cannot be said about their internal management practices, as in the relationship of the leaders with the administrative structure represented by permanent servants. This scope includes, among others, professional valorization of civil servants, the treatment always in the margin of party positioning and engagement, ruled by equanimity and transparency of criteria, qualification programs, greater participation in public decision making, pro-job initiatives (by opposing to privatization and outsourcing of services), reduction in salary inequalities (through readjustments by categories instead of linear readjustments), all often disseminated as campaign promises. The issue raised is: would there be a set of internal management practices genuinely identified with the PT, and therefore differing from others? Is it possible to avoid bureaucracy canons, such as the managerial administration proposed in Bresser Pereira’s project of State Reformation? Are Divergences – tendencies – somehow projected in management practice? What does it mean to be "against all that is going on", having in focus the internal management practices? If this particular way of management does exist, would it being perceived by the "machine"? Would it be possible to compare it with the practices of the preceding management? To those, among other issues, this work attempts to bring answers. The research approach was basically quantitative, using a sample of servants in the Secretariat of Administration and Human Resources (SARH) of the State of Rio Grande do Sul, in 2002. Research findings suggest that, if it does exist, the set mentioned earlier is not unanimity among servants. In a certain extent the research, though focused, mirrors the situation presently faced by the PT in confrontation with the Federal Executive: it is not possible “to be against all that is going on”. In the least, the data collected recommend more caution to politicians in addressing promises to electors, having been identified structural and institutional issues that condition, if not limit, the rhythm and even the nature of the changes signaled from the electoral podium. On the other side, in this specific case, changes and differences verified were consistent with the discourse and promises of the Party. |

Si el ideario del Partido, calcado en la justicia social, inclusión, participación, entre otros aspectos, así como sus propuestas de carácter más abarcador son conocidas, no se puede decir lo mismo en cuanto a sus prácticas internas de gestión, como ejemplo, el relacionamiento de los directivos con la estructura administrativa representada por el cuadro de empleados efectivos permanentes. En este escopo se incluyen, entre otras, la valoración profesional del funcionario público, el tratamiento siempre al margen del posicionamiento y envolvimiento partidario, pautado en la igualdad y en la transparencia de criterios, los programas de calificación, la mayor participación en el proceso decisorio, iniciativas en defensa del empleo (por contrario a la privatización y a la tercerización de los servicios), la reducción de las desigualdades salariales (por medio de reajustes lineales) todas, con frecuencia, vehiculadas como promesas en época de campaña. La cuestión que ahora se levanta es: ¿Habría un conjunto de prácticas intestinas de gestión genuinamente identificadas con el PT, y por lo tanto distintas de otras? ¿Es posible rehuír los cánones de la burocracia bien como de la administración gerencial propuesta en el proyecto de reforma del Estado de Bresser Pereira? Las divergencias – tendencias - ¿de alguna manera se proyectan en la práctica de la gestión? ¿Qué significa ser “contra todo lo que ahí está” cuando se tiene en foco las prácticas intestinas de la gestión? Si existe este modo propio de gerenciar, ¿sería el percibido por la “máquina”? ¿Sería posible compararlo a las prácticas de la gestión anterior? Para estas, entre otras cuestiones, este trabajo busca traer respuestas. El abordaje al problema de la investigación fue eminentemente cuantitativo y los datos fueron recogidos de un muestreo de funcionarios de la Secretaría de Administración y Recursos Humanos (SARH) del Estado de Rio Grande do Sul, el año 2002. Los resultados de la investigación sugieren que, si existe, el referido conjunto no es una unanimidad entre los funcionarios. La investigación aunque esté enfocada, en cierta medida refleja la situación que enfrenta el PT al frente del ejecutivo federal: no es posible “ser contra lo que ahí está”. Los datos recogidos, como mínimo, recomiendan mayor cautela a la clase política cuando dirige promesas al electorado, identificándose cuestiones estructurales e institucionales que condicionan, cuando no limitan, el ritmo e incluso la naturaleza de los cambios prometidos en los discursos políticos. De otro lado, en este caso específico, los cambios y las diferencias, cuando se verifican, se consideraron consistentes con el discurso y las promesas del partido.Um dos traços mais marcantes na história recente da política brasileira é a ascensão do Partido dos Trabalhadores; crescimento, em parte, sustentado em promessas de promover mudanças. Se o ideário do Partido, calcado na justiça social, inclusão, participação, entre outros aspectos, assim como suas propostas de ordem mais abrangente são conhecidas, o mesmo não se pode afirmar quanto às suas práticas internas de gestão, a exemplo do relacionamento dos dirigentes com a estrutura administrativa representada pelo quadro de servidores efetivos, permanentes. Neste escopo se incluem, entre outras, a valorização profissional do servidor público, o tratamento sempre à margem do posicionamento e engajamento partidário, pautado na igualdade e na transparência de critérios, os programas de qualificação, a maior participação no processo decisório, iniciativas em defesa do emprego (por ser contrário à privatização e à terceirização dos serviços), a redução das desigualdades salariais (através de reajustes por categorias ao invés dos reajustes lineares), todas, não raro, veiculadas como promessas em tempo de campanha. A questão que ora se levanta é: haveria um conjunto de práticas internas de gestão genuinamente identificadas com o PT, portanto diferentes de outras? É possível fugir dos cânones da burocracia, assim como da administração gerencial proposta no projeto de Reforma do Estado de Bresser Pereira? As divergências – Tendências -, de alguma maneira se projetam na prática de gestão? O que significa ser "contra tudo isto que está aí" quando se têm em foco as práticas internas de gestão? Se existe este modo próprio de gerenciar, ele estaria sendo percebido pela "máquina"? Seria possível compará-lo com as práticas da gestão anterior? Para estas, entre outras questões, este trabalho, procura trazer respostas. A abordagem ao problema de pesquisa foi eminentemente quantitativa, tendo sido os dados coletados em uma amostra de servidores da Secretaria de Administração e Recursos Humanos (SARH) do Estado do Rio Grande do Sul, no ano de 2002. Os resultados da pesquisa sugerem que, se existe, o referido conjunto não é uma unanimidade entre os servidores. A pesquisa, ainda que focalizada, em certa medida espelha a situação atualmente enfrentada pelo PT à frente do Executivo Federal: não é possível “ser contra tudo isto que está aí”. Os dados levantados, no mínimo, recomendam maior cautela à classe política quando dirigir promessas ao eleitorado, tendo sido identificadas questões estruturais e institucionais que condicionam, quando não limitam, o ritmo e até mesmo a natureza das mudanças acenadas no palanque eleitoral.
