Reform in the Sanitary System: consequences on the teaching of administration and administration of the nursing assistance to the community

Resumo: This study is aimed at characterizing the administrative activities performed by nurses at health institutions engaged in a process of restructuring the sanitary system. The instrument consisted of a questionaire and concentrated on the formulation of a theoretical frame for the administrative practice of a nurse. The collected data showed that nurses are performing the administrative activity following random and non-scientific patterns. There are differences concerning the management carried out by nurses according to the nature of the institution, public or private, and the level of health assistance. As far as the steps in na administrative process go, most nurses don´t plan or evaluate carefully the type of health care to be taken. They supervise the application of a plan conceived by other departments in which they may or may not have participated.

Criou-se um instrumento sob a forma de questionário a fim de repensar um referencial teórico para a prática administrativa do enfermeiro. Os dados encontrados mostraram que os enfermeiros estão executando o processo administrativo de forma descontínua e sem fundamentação científica. Há diferenças no que se refere ao gerenciamento que o enfermeiro realiza de acordo com o tipo de instituição, pública e privada, e o nível de assistência à saúde. Quanto às etapas do processo administrativo, a maioria dos enfermeiros não planejam e nem avaliam o cuidado a ser prestado.
