Access to jobs in the city of São Paulo: an approach by sectors and qualification of the activity

Resumo: | Recent studies analyzing access to jobs have been adopted in the South American literature, indicating that inequalities in the supply of the transport system affect access to jobs. The present study is dedicated to exploring the occurrence of differences in the level of accessibility to jobs, considering different economic sectors and levels of competence, using the city of São Paulo as a case study, with data from the year 2019. Inequality in access is correlated with high levels of accessibility for high-income people and low levels of accessibility for low-income people. This is also related to other factors, such as lower life expectancy, basic sanitation and access to electricity. Recent research carried out in South America has innovated by bringing the issue to light with approaches and tools that estimate access rates for several Brazilian metropolises with high precision. However, most studies that evaluate inequality dynamics, using accessibility metrics, do not take into account different sectors of economic activity. On the contrary, this is a point commonly addressed in the literature on spatial mismatch. In this article, therefore, we seek to go a step further to contribute to the existing literature, adopting an access analysis that considers not only different economic sectors, but also different levels of competence in activities. A selection was made to evaluate how accessibility to jobs for the population of the city of São Paulo behaves in a scenario that incorporates these components. The study uses data on employment relationships from the Annual Social Information List (RAIS), which contains the location of formal jobs in the capital. Sectoral data comes from the National Classification of Economic Activities (CNAE), and information on worker qualifications comes from the Brazilian Classification of Occupations (CBO). To identify access patterns in different regions, the Moran Index is used, which allows visualizing spatial clusters based on access characteristics that stand out throughout the city. The results obtained demonstrate that the Moran Index can indicate, on certain occasions, a pattern of variability in the level of access between sectors and intra-sectors, but, in general, the pattern presented in the capital is homogeneous, especially highlighting the southern end. of the city due to low levels of access, regardless of the sector and level of competence of the economic activity to be accessed. Sectoral analysis.Estudos recentes de análise de acesso a empregos têm sido adotados na literatura da América do Sul, indicando que desigualdades na oferta do sistema de transportes afetam o acesso a empregos. O presente estudo se dedica a explorar a ocorrência de diferenças no nível de acessibilidade a empregos, considerando setores econômicos e níveis de competência distintos, tendo como estudo de caso a cidade de São Paulo, com dados do ano de 2019. A desigualdade no acesso está correlacionada com elevados níveis de acessibilidade para pessoas de alta renda e baixos níveis de acessibilidade para pessoas de baixa renda. Isso também está relacionado a outros fatores, como menor expectativa de vida, saneamento básico e acesso à eletricidade. As pesquisas recentes desenvolvidas na América do Sul inovaram ao trazer a problemática à tona com abordagens e ferramentas que estimam com alta precisão os índices de acesso para várias metrópoles brasileiras. No entanto, a maioria dos estudos que avaliam dinâmicas de desigualdade, por meio de métricas de acessibilidade, não leva em conta diferentes setores de atividade econômica. Ao contrário, esse é um ponto comumente abordado na literatura sobre desajuste espacial. Neste artigo, portanto, busca-se dar um passo adiante para contribuir com a literatura existente, adotando uma análise de acesso que considera não apenas diferentes setores econômicos, mas também diferentes níveis de competência nas atividades. Foi realizado um recorte para avaliar como a acessibilidade a empregos da população da cidade de São Paulo se comporta em um cenário que incorpora esses componentes. O estudo utiliza dados de vínculos empregatícios provenientes da Relação Anual de Informações Sociais (RAIS), que contém a localização dos empregos formais na capital. Os dados setoriais são provenientes da Classificação Nacional de Atividades Econômicas (CNAE), e as informações sobre a qualificação dos trabalhadores vêm da Classificação Brasileira de Ocupações (CBO). Para identificar os padrões no acesso das diferentes regiões, utiliza-se o Índice de Moran, que permite visualizar clusters espaciais com base nas características de acesso que se destacam ao longo da cidade. Os resultados obtidos demonstram que o Índice de Moran pode indicar, em certas ocasiões, um padrão de variabilidade no nível de acesso entre setores e intrassetores, mas, de modo geral, o padrão que se apresenta na capital é homogêneo, destacando especialmente a extremidade sul da cidade por apresentar baixos níveis de acesso, independentemente do setor e do nível de competência da atividade econômica a ser acessada.
