Resumo: The theme of this work is the creation process of new municipalities, in view of its impact on the production and qualification of the urban space. With the aim of evaluating to what extent is altered the offer of public equipment, services and infra-structure in urban areas that acquire the status of city by the municipal emancipation, as well as of Identifying the meaning of such changes in the wider urban system, It Is based on the comparative analyses of two "cross-sections" of reality - immediately before and ten years after the emancipation - attempting to understand the process of passing from one situation to the other. The seats of three of the twelve municipalities emancipated in Rio Grande do Sul in 1981-82 are taken as empirical data of investigation, examining the variation occurred in the offer of equipment for health, education, water supply and road system, besides its repercussions in the development of these communities.

Com o objetivo de avaliar em que medida se altera a oferta de equipamentos de consumo coletivo, serviços e infra-estrutura em áreas urbanas que adquirem o "status" de cidade a partir de desmembramento municipal, bem como de identificar a repercussão de tais alterações no sistema urbano mais amplo, realizou-se uma análise comparada de dois "cortes" da realidade - antes e depois da emancipação -, buscando a apreensão do processo de passagem de uma situação à outra.
