A strategy for education in public policy: the case of public innovation projects apllied in government and public policy master of PUCP (Peru)

Resumo: The research and the implementation of public policies are disciplines that demand, despite their common points, their own ways of teachinglearning and their own ways of producing skills in students. The first focuses mainly on the analysis of public policies, the second on the concrete making of public policies. This article describes the teaching-learning proposal applied to students, interested in the implementation of public policies (state managers and executives), of the Masters on Government and Public Policies of the Pontificia Universidad Católica del Perú (PUCP), which uses innovation projects as a means of graduation based on applied research; and presents, based on the information provided by graduates of the master’s degree, the first results of the application of this strategy in terms of professional and educational achievements and main challenges in the implementation of the proposed innovations. In methodological terms, this article is a descriptive case study that outlines the main components of the indicated experience, as well as its first effects on students. To meet its objectives, this study uses three tools: bibliographic review, interviews, and a survey.

El primero se enfoca principalmente en el análisis de la política pública, el segundo en la hechura concreta de la política pública. Este artículo describe la propuesta de enseñanza-aprendizaje dirigida a estudiantes, interesados en la implementación de políticas públicas (directivos y ejecutivos estatales), de la Maestría de Gobierno y Políticas Públicas de la Pontificia Universidad Católica del Perú (PUCP), que utiliza como medio de graduación proyectos de innovación basados en investigación aplicada; y presenta, a partir de la información proporcionada por egresados de la maestría, los primeros resultados de la aplicación de esta estrategia en términos de logros profesionales y educativos y de principales desafíos en la implementación de las innovaciones propuestas. En términos metodológicos, este artículo es un estudio de caso descriptivo que plantea los principales componentes de la experiencia señalada, así como sus primeros efectos en los egresados. Para el cumplimiento de sus objetivos, este estudio utiliza tres herramientas: la revisión bibliográfica, entrevistas y una encuesta.A investigação e a implementação das políticas públicas são disciplinas que exigem, apesar dos seus pontos em comum, das suas próprias formas de aprendizagem-aprendizagem e das suas próprias formas de produção de competências nos estudantes. O primeiro se concentra principalmente na análise da política pública, o segundo na hechura concreta da política pública. Este artigo descreve a proposta de ensino-aprendizagem dirigida a estudantes, interessados ​​na implementação de políticas públicas (diretivas e executivas estatais), da Maestria de Gobierno e Políticas Públicas da Pontifícia Universidade Católica do Peru (PUCP), que utiliza como meio de graduação projetos de inovação baseados em investigação aplicada; e apresentamos, a partir das informações fornecidas pelos egressos da maestria, os primeiros resultados da aplicação desta estratégia em termos de logros profissionais e educativos e dos principais desafios na implementação das inovações propostas.
