Regionalism and development in South America

Resumo: The objective of this paper is to discuss the different ways of understanding the peripheral development that have been expressed in the varied experiences of integration in South America from the middle of the XX century. We seek, at first, to understand the meanings attributed by the literature to regional integration, as well as the notion of development. In a second moment, we analyze the trajectory of the South American regionalism considering the concepts and ideas worked in the previous section, evidencing a prevalence of the notion of exogenous development in the integrationist experiences. We conclude that, despite the fact that over time the notion of development has evolved into a much more complex concept than mere economic growth, the mercantilist and liberal outlook has predominated in the objectives of South American integration processes.

Buscamos, en un primer momento, entender los significados atribuidos por la literatura a la integración regional, así como a la noción de desarrollo. En un segundo momento, analizamos la trayectoria del regionalismo sudamericano a la luz de los conceptos e ideas trabajados en la sección anterior, evidenciando una prevalencia de la noción de desarrollo exógeno en las experiencias integracionistas. Concluimos que, a pesar de que con el tiempo la noción de desarrollo ha evolucionado hacia un concepto mucho más complejo que el mero crecimiento económico, la mirada mercantilista y liberal ha predominado en los objetivos de los procesos integracionistas sudamericanos.O objetivo do presente trabalho é discutir os diferentes modos de entender o desenvolvimento periférico que tiveram expressão nas variadas experiências de integração na América do Sul a partir de meados do século XX.
