The political formation of Brazil and the process of inertial democracy

Resumo: The article analyzes the political culture of Brazil in the perspective of citizens attitudes toward democracy and political institutions. After the military dictatorship, redemocratization in Brazil was not enough to build a sense of confidence in politics. The consequence is manifested in inconsistencies between the development of democratic values and institutional mistrust. What are the reasons for this paradox? The objective of this article is to discuss the concept of inertial democracy as a defining characteristic in the current political moment of the country. We analyze the history of political formation in Brazil, highlighting the strong presence of the State, social inequality and the combination of authoritarianism and liberalism, as well as the systemic elements of corruption and passive citizenship. We conclude that Brazilians maintain the pattern of distrust in institutions and that political conjunctures have aggravated this feeling, resulting in the maintenance of democratic inertia.

La consecuencia se manifiesta en incongruencias entre el desarrollo de valores democráticos y la desconfianza institucional. ¿Cuáles serían las razones de esta paradoja? El objetivo de este artículo es problematizar el concepto de democracia inercial como una característica marcada en el actual momento político del país. Analizamos la historia de la formación política de Brasil, destacando la fuerte presencia del Estado, la desigualdad social y la combinación entre autoritarismo y liberalismo, además de los elementos sistémicos de corrupción y ciudadanía pasiva. Concluimos que los brasileños mantienen el patrón de desconfianza en las instituciones y que las coyunturas políticas vienen agravando ese sentimiento resultando en el mantenimiento de la inercia democrática.O artigo analisa a cultura política do Brasil, a visão do brasileiro em relação à democracia e às instituições políticas. Após 24 anos de ditadura militar, em 1988, o país retoma o caminho democrático com processos eleitorais regulares e alternância no poder. A redemocratização no Brasil, a partir dos anos 1980, no entanto, não foi suficiente para construir um sentimento de confiança na política. Pelo contrário, a desconfiança com a política se acentua no país, gerando incongruências entre o desenvolvimento de valores democráticos e desconfiança institucional. Quais seriam as razões para este paradoxo? O objetivo deste artigo é problematizar o conceito de democracia inercial como uma característica marcante no atual momento político do país. Assim, analisamos a história da formação política do Brasil, destacando a forte presença do Estado, da desigualdade social e da combinação entre autoritarismo e liberalismo, além dos elementos sistêmicos de corrupção e cidadania passiva.
