Political culture and democracy: exploring the relationships between political values ​​and institutions

Resumo: The article presents and discusses the central theses of the theory of political culture, focusing on its propositions about the complex relations existing between individual subjective orientations and political institutions. Initially, the central arguments of the first attempt to systematically formulate the culturalist research program, produced by Almond and Verba in The Civic Culture, are exposed. Next, the main criticisms addressed to this first generation of studies are analyzed, above all, the one that questions the causal relationship between culture and political structures. Finally, through the presentation of theses proposed by recent studies, new arguments on this controversial issue are presented in order to affirm the complementarity between subjective and institutional factors in the production of consistent explanations for the complex processes of contemporary democratization.

Inicialmente, se exponen los argumentos centrales del primer intento de formular sistemáticamente el programa de investigación culturalista, elaborado por Almond y Verba en La cultura cívica. En la secuencia se analizan las principales críticas dirigidas a esta primera generación de estudios, sobre todo, la que cuestiona la relación causal entre cultura y estructuras políticas. Finalmente, a través de la presentación de tesis propuestas por estudios recientes, se presentan nuevos argumentos sobre este controvertido tema con el fin de afirmar la complementariedad entre factores subjetivos e institucionales en la producción de explicaciones consistentes para los complejos procesos de democratización contemporánea.O artigo apresenta e discute as teses centrais da teoria da cultura política, concentrando-se sobre suas proposições acerca das complexas relações existentes entre as orientações subjetivas individuais e as instituições políticas. Na seqüencia são analisadas as principais críticas endereçadas a essa primeira geração de estudos, sobretudo, aquela que questiona a relação de causalidade entre cultura e estruturas políticas.
