Reduction of risks and sustainable development at the municipal level: relationships between institutional factors, decisions, and results

Resumo: This study analyzes the role of institutional contexts and factors in local government decisions to respond to perceived risks of natural disasters, climate change, and adaptation. With the support of literature, a framework, and four case studies, the study examines effects that institutional factors may have on local government decisions with regard to critical infrastructures and vulnerability mitigation for disaster risks reduction (DRR). The results suggest that it is necessary to progress towards a multi-systemic perspective on the configuration of institutional conditions that shape decisions to support the efforts of municipal governments in disaster risk reduction and sustainable development.

Específicamente, el estudio está focalizado en las decisiones de los gobiernos municipales para responder ante riesgos percibidos de desastres naturales, cambio climático, y necesidades de adaptación. Con el apoyo de literatura, una conceptualización propia, y un diseño de investigación que incluye el análisis comparado de cuatro municipalidades o casos de estudio, el estudio explora efectos de los arreglos institucionales en decisiones de los gobiernos locales sobre presupuestos para la prevención, inversiones en infraestructuras críticas y en reducción de la vulnerabilidad. Los resultados del análisis sugieren que los factores institucionales se combinan, no operan de forma aislada ni con efectos lineales, y por lo tanto es necesario transitar hacia una perspectiva multi-sistémica sobre la configuración de condiciones institucionales que modelan las decisiones para apoyar los esfuerzos de las municipalidades en la reducción de riesgos de desastres, y en un sentido más amplio en el desarrollo sustentable.Este artigo explora a importância dos fatores e processos institucionais na redução do risco de desastres e no desenvolvimento sustentável. Especificamente, o estudo está focado nas decisões dos governos municipais para responder aos riscos percebidos de desastres naturais, mudanças climáticas e necessidades de adaptação. Com o apoio da literatura, utiliza-se uma conceituação e um projeto de pesquisa que inclui análise comparativa dos quatro municípios ou estudos de caso, o estudo explora efeitos de arranjos institucionais nas decisões dos governos locais sobre os orçamentos para a prevenção, investimentos infraestruturas críticas e na redução da vulnerabilidade.
