Policy representation and budget expenditure: a study about the actions and budget policy of the city council of Erechim (RS)

Resumo: The study aims to analyze the performance and availability of financial resources of the Legislative Power of Erechim (RS). The analysis of performance was done according to the functions established by the Controladoria Geral da União (CGU), while the availability of financial resources was analyzed comparatively with cities of similar population and geographical location, resulting in a sample of eight cities in addition to Erechim. The data were observed in a descriptive way from their collection in the transparency portals of each municipality. The results indicate that 83% of the actions of the City Council of Erechim do not match the functions established by the CGU. It was also observed that the budget, expenses and number of vacancies in the Erechim legislature are higher than the average of the cities analyzed, a factor that suggest the need for a readjustment of the actions, vacancy number and budget policy of Erechim’s Legislative Power.

El análisis de desempeño se realizó de acuerdo con las funciones establecidas por la Controladoria Geral da União (CGU), mientras que la disponibilidad de recursos financieros se analizó comparativamente con ciudades de similar población y ubicación geográfica, resultando una muestra de ocho ciudades además de Erechim. Los datos fueron observados de forma descriptiva a partir de su recolección en los portales de transparencia de cada municipio. Los resultados indican que 83% de las acciones del Ayuntamiento de Erechim no se corresponden con las funciones establecidas por la CGU. También se observó que el presupuesto, los gastos y el número de vacantes en la legislatura de Erechim son superiores al promedio de las ciudades analizadas, factor que sugiere la necesidad de un reajuste de las acciones, número de vacantes y política presupuestaria del Poder Legislativo de Erechim.O estudo tem por objetivo analisar a atuação e a disponibilidade de recursos financeiros do Poder Legislativo do município de Erechim (RS). A análise da atuação foi realizada conforme as funções estabelecidas pela Controladoria Geral da União (CGU), enquanto a disponibilidade de recursos financeiros foi examinada de forma comparativa com municípios de população e localização geográfica similares, resultando em uma amostra composta por oito municípios, além de Erechim. Os dados foram observados de modo descritivo a partir da sua coleta nos portais de transparência de cada município. Os resultados da pesquisa apontam que 83% das ações da Câmara Legislativa de Erechim não condizem com as funções estabelecidas pela CGU.
