Collective and shared mandates in Brazil: a descriptive analysis of democratic innovations in the legislative powe

Resumo: This article explores a new form of participation in political representation in the Brazilian legislative power via collective and shared mandates. To achieve this objective, the research adopted a multi-case study with in - depth interviews with representatives from the mandates of Gabriel Azevedo, João Yuji, Ricardo Antonello, Gabinetona, and Junta s. Our empirical study used ten dimensions of analyzes: (1) initiative, (2) size, (3) eligibility, (4) access, (5) permanence, (6) distribution of power, (7) extent of power, (8) costs and benefits, (9) decision-making process and (10) interaction mechanism. The five analyzed cases lead us to the conclusion that there is lots of experimentalism, trial and error and room for innovation, and there is still no consolidated model of shared mandate mature enough to be replicated in other democracies.

La metodología utilizada fue un estudio de caso múltiple con entrevistas en profundidad a representantes de los mandatos del concejal Gabriel Azevedo, João Yuji, Ricardo Antonello y Gabinetona, además del colectivo estatal Juntas. Las dimensiones analíticas fueron: (1) iniciativa; (2) tamaño; (3) elegibilidad; (4) momento de acceso; (5) criterios de permanencia; (6) distribución de poder; (7) alcance del poder compartido; (8) costos y beneficios; (9) proceso de toma de decisiones; y (10) mecanismo de interacción. Los resultados muestran que todavía hay mucho experimentalismo, ensayo y error y espacio para la innovación, faltando un modelo consolidado de mandato colectivo o compartido que se pueda replicar.Este artigo analisa experiências recentes de participação cidadã no poder legislativo no Brasil com mandatos coletivos e compartilhados. A metodologia utilizada foi um estudo de casos múltiplos com entrevistas em profundidade com representantes dos mandatos de vereador de Gabriel Azevedo, João Yuji, Ricardo Antonello e Gabinetona, além do coletivo estadual Juntas. As dimensões analíticas foram: (1) iniciativa; (2) tamanho; (3) elegibilidade; (4) momento de acesso; (5) critérios de permanência; (6) distribuição do poder; (7) escopo do poder partilhado; (8) custos e benefícios; (9) processo decisório; e (10) mecanismo de interação.
