Public-private partnership in early childhood education in São Paulo: the real reasons of this political choice

This article discusses the public-private partnership as a policy for supplying the need for childcare in São Paulo city. According to the Municipal Department of Education and Educational Census data, among the 281.798 children between 0 and 3 years old enrolled in early childhood education institutions in 2014 163.777 of them attended to a public-private institution. Through the analysis of documents that firms these public-private partnerships, municipal government gazette publications and teachers’ payment was possible to identify the cost difference between public and public-private early childhood education. In doing so it was possible to conclude that this policy of partnership between public and private sectors is the first option for babies and young children care and the cost is one of the main reasons for that.
