Resumo: The purpose of this article is to present the development of public policy for the education of small children in Italy, based on the history of day care centers and preschools. Data utilized are from the coverage of demand and costs, decisions made by public managers, legislation, and funding. Recognized throughout the world as a successful experience in the field of Early Childhood Education, Italy combines innovative pedagogical practices with participatory and democratic public policies. Acknowledged all over the world as a successful experience in the field of Child Education, Italy combines innovative pedagogical practices with democratic and participative public policies. Getting to know this historical process is important to understand Italian education, considering that the pedagogical proposals as well as the decision involving educational investment are connected with societies and the contexts in which they are conducted.

Se utilizarán datos sobre la asistencia a la demanda y los costes, las decisiones tomadas por los gestores públicos, la legislación y la financiación. Reconocida mundialmente como una experiencia de éxito en el campo de la educación infantil, Italia combina prácticas pedagógicas innovadoras con políticas públicas participativas y democráticas. El conocimiento de este proceso histórico es importante para entender la educación italiana, teniendo en cuenta que las propuestas pedagógicas, así como las decisiones de inversión en educación, están vinculadas a las sociedades y contextos en los que se desarrollan.A proposta deste artigo é apresentar o desenvolvimento da política pública para a educação da criança pequena na Itália, com base na história das creches e pré-escolas. Serão utilizados dados de atendimento à demanda e custos, decisões tomadas pelos gestores públicos, legislação e financiamento. Reconhecida em todo o mundo como uma experiência bem-sucedida no campo da Educação Infantil, a Itália alia inovadoras práticas pedagógicas a políticas públicas participativas e democráticas.
