Resumo: The research deals with the triennial (2000; 2003; 2006; 2009; 2012; 2015) behavior of the municipalities' own taxes and constitutional transfers, linked to the Maintenance and Development of Education, but not linked to the K-12 education Development Fund. It investigates inequalities in the federation regarding more equitable public investments in maintenance and development of education. The sources of research were databases of revenue from taxes and transfers made available by the Court of Accounts of the state of Minas Gerais. The objective of the study was to measure and compare the institutional capacity of the municipalities of Minas Gerais, in addition to the resources linked to FUNDEB. The main findings point to the growth of inequalities in the financing of K-12 education, despite FUNDEB and the existence of municipalities that have demonstrated a high capacity for investment in education.

Investiga desigualdades na federação quanto a investimentos públicos mais equitativos em manutenção e desenvolvimento do ensino. As fontes de pesquisa foram bases de dados da receita de impostos e transferências disponibilizadas pelo Tribunal de Contas do estado de Minas Gerais. O objetivo do estudo foi mensurar e comparar a capacidade institucional de atendimento dos municípios mineiros, para além dos recursos subvinculados ao FUNDEB.
