Constitutional Amendment No. 95/2016 and the Implications for IFRN Student Assistance Resources

Resumo: This research aims to analyze the impacts of the enactment of Constitutional Amendment n° 95/2016 for the resources destined to the financing of Student Assistance, in the IFRN. To this end, bibliographic and documentary research was carried out, in addition to an exploratory research, analyzing the institution's Management Reports for the period from 2016 to 2019, therefore comprising years before and after the approval of the Amendment. Decreases in the volume of resources invested in Student Assistance, at IFRN, were noticeable only in 2019, an exercise that took place after the entry into force of Constitutional Amendment No. 95/2016. Although it represents a serious threat to the financing of education, no relationship was found between this decrease and the Amendment, since the contingency of resources suffered by higher education institutions, which occurred that year, was appointed as responsible.

Para ello, se realizó una investigación bibliográfica y documental, además de una investigación exploratoria, con el análisis de los Informes de Gestión de la institución para el período de 2016 a 2019, comprendiendo así los años anteriores y posteriores a la promulgación de la Enmienda. Las disminuciones, en el volumen de los recursos aplicados en la Asistencia al Estudiante, en el IFRN, fueron notables sólo en el año 2019, ejercicio que tuvo lugar después del inicio de la vigencia de la Enmienda Constitucional nº 95/2016. Aunque representa una grave amenaza para el financiamiento de la educación, no se encontró relación entre esta disminución y la Enmienda, ya que se señaló como responsable la contingencia de recursos que sufrieron las instituciones de educación superior, ocurrida ese año.Esta pesquisa tem como objetivo analisar os impactos da promulgação da Emenda Constitucional n° 95/2016 para os recursos destinados ao financiamento da Assistência Estudantil, no IFRN. Para esse fim, realizaram-se pesquisas bibliográfica e documental, além de uma pesquisa de cunho exploratório, sendo analisados os Relatórios de Gestão da instituição do período de 2016 a 2019, compreendendo, portanto, exercícios anteriores e posteriores à aprovação da Emenda. Diminuições, no volume de recursos aplicados em Assistência Estudantil, no IFRN, foram perceptíveis somente no ano de 2019, exercício que se deu após o início da vigência da Emenda Constitucional n° 95/2016.
