Comparing the Financial Resources of the PDDE with the so-called ‘Spontaneous Contributions’ collected by Public Schools

Resumo: The paper brings research data on how much the Money Direct to School Program (Programa Dinheiro Direto na Escola, PDDE), of federal origin, represents for the financial management of public schools in Brazil, compared to the fund raising made by the schools themselves. It is based on a digital survey, answered by 1,744 people, representatives of school units in the country. The answers made it possible to create a representative database of all federative units in Brazil, drawing a panorama of the impressions of people who deal with school financial management. It is pointed out that the PDDE is the only source of financial resources in 47.7% of cases, discussing the indispensability of this program for schools throughout Brazil, in addition to detecting low representation of own resources (17.4%) - with the exception of schools in the South region. Finally, it discusses the so-called “spontaneous contributions”, especially in the state of Santa Catarina.

Se basa en una encuesta digital, respondida por 1.744 sujetos, representantes de las unidades escolares del país. Las respuestas permitieron la creación de una base de datos representativa de todas las unidades federativas de Brasil, trazando un panorama de las impresiones de los sujetos que llevan la gestión financiera escolar. Se señala que el PDDE es la única fuente de recursos económicos en el 47,7% de los casos, discutiéndose la indispensabilidad de este programa para las escuelas de todo el país, además de detectar baja representación de recursos propios (17,4%) – con excepción de escuelas de la región Sur. Se problematizaron, además, los llamados “aportes espontáneos”, especialmente en el estado de Santa Catarina.O trabalho traz dados de pesquisa sobre quanto o Programa Dinheiro Direto na Escola (PDDE), de origem federal, representa para a gestão financeira da escola pública no Brasil, quando comparado à arrecadação de recursos financeiros feita pelas próprias escolas. Baseia-se em enquete digital, respondida por 1.744 sujeitos, representantes das unidades escolares do país. As respostas permitiram a criação de um banco de dados representativo de todas as unidades federativas do Brasil, desenhando um panorama das impressões dos sujeitos que lidam com a gestão financeira escolar. Aponta-se que o PDDE é a única fonte de recursos financeiros em 47,7% dos casos, discorrendo sobre a indispensabilidade desse programa para as escolas de todo o Brasil, além de detectar baixa representatividade dos recursos próprios (17,4%) – com exceção das escolas da Região Sul.
