Special Education in the New Fundeb Process: disputes between public and private

Resumo: The dispute over the public funding by private institutions of special education has occurred throughout the history of Brazilian education, involving correlations of political forces, including the order that regulates its financing. It is interesting to ask: how did the dispute for the public fund take place in the context of special education in the Fundeb processing? The objective was to analyze this process, in order to identify the arguments of the dispute between the public and the private regarding special education. It is a documentary research. The results indicate the performance of conservative political forces trying to maintain the transfer of resources to private nonprofit institutions in dispute with defenders of public funding exclusively for public basic education. It appears that, after intense negotiations, the proposal for the participation of these institutions in the public fund was successful.

Es interesante preguntar: ¿cómo se configuró la disputa por el fondo público en el ámbito de la educación especial en el proceso Fundeb? El objetivo fue analizar este proceso, con el fin de identificar los argumentos de la disputa entre lo público y lo privado en torno a la educación especial. Esta es una investigación documental. Los resultados indican la actuación de fuerzas políticas conservadoras que intentan mantener la transferencia de recursos a instituciones privadas sin fines de lucro en disputa con los defensores de la financiación pública exclusivamente para la educación primaria pública. Al parecer, tras intensas negociaciones, la propuesta de participación de estas instituciones en el fondo público se consagró victoriosa.A disputa pelo fundo público pelas instituições privadas de educação especial ocorreu ao longo da história da educação brasileira, envolvendo correlações de forças políticas, inclusive no ordenamento que normatiza seu financiamento. Interessa indagar: como se configurou a disputa pelo fundo público no âmbito da educação especial na tramitação do Fundeb? O objetivo foi analisar esse processo, a fim de identificar os argumentos da disputa entre o público e o privado no que tange à educação especial. Trata-se de uma pesquisa documental. Os resultados indicam a atuação de forças políticas conservadoras tentando manter o repasse de recursos para instituições privadas sem fins lucrativos em disputa com defensores do financiamento público exclusivamente para a educação básica pública.
