Contexts in the Use of the Emergency PDDE in Municipal Schools in Bahia: some considerations

Resumo: This article stems from a research carried out with a 129 schools belonging to six municipal schools in the state of Bahia, whose objective has been to investigate the contexts in the execution of the resources of the Direct Money Program at Emergency School (Programa Dinheiro Direto na Escola – PDDE Emergencial, in Portuguese), within the scope of the school units. For this purpose, we opted for exploratory research, with a qualitative approach, using documental research, literature review and application of questionnaires. Data analysis was based on the assumptions of content analysis. The investigation made it possible to verify that a significant number of the investigated schools executed the resources and the main investment was directed to health safety in schools and just a little to the projects and pedagogical activities. Regarding participation and transparency in the use of resources, the data indicate that there is a strengthening of these actions in schools, although some still need to incorporate these concepts in management.

Para ello, se optó por la investigación exploratoria, con abordaje cualitativo, utilizando la investigación documental, revisión bibliográfica y aplicación de cuestionarios. El análisis de datos se basó en los supuestos del análisis de contenido. La investigación permitió verificar que un número significativo de escuelas investigadas ejecutaron los recursos siendo que la principal inversión estuvo dirigida a la seguridad sanitaria y poco a proyectos y actividades pedagógicas. En cuanto a la participación y transparencia en el uso de los recursos, los datos indican que hay un fortalecimiento de estas acciones en las escuelas, aunque algunas aún necesitan incorporar estos conceptos en la gestión.Este artigo decorre de uma pesquisa desenvolvida com 129 escolas, pertencentes a seis redes municipais de ensino do estado da Bahia, cujo objetivo foi investigar os contextos na execução dos recursos do Programa Dinheiro Direto na Escola Emergencial, no âmbito das unidades escolares. Para este fim, optou-se pela pesquisa exploratória, de abordagem qualitativa, com a utilização de pesquisa documental, revisão de literatura e aplicação de questionário. A análise de dados foi baseada nos pressupostos da análise de conteúdo. A investigação permitiu verificar que um número expressivo de escolas executou os recursos, sendo que o investimento principal foi direcionado à segurança sanitária e pouco para projetos e atividades pedagógicas.
