Resumo: The paper wants to show the level of relations Paraguay-Brazil after the rise of Fernando Lugo to the paraguayan presidency. Emphasis is given to electrical energy (Itaipu), to brasiguaios and to cross-border trafficking. The commitment of these governments to deepening cooperation exist although the asymmetries between the countries.

O artigo pretende mostrar o nível das relações Paraguai-Brasil depois da ascensão de Fernando Lugo à presidência paraguaia.  Destacam-se as questões da energia elétrica (Itaipu), dos brasiguaios e do tráfico transfronteiriço.
