Lula da Silva, foreign policy and international relations in Latin America: continuity, change and rupture in the work agenda

Resumo: The article examines the conjuncture and future of Brazilian foreign policy and its international insertion in the Latin American macro-region, on the occasion of the beginning of the new government in Brasilia, headed by President Luiz Inácio Lula da Silva. In theoretical terms, the research accepts the influence of pluralism and neorepublicanism in International Relations, especially the concept of democratic peace. Likewise, it is important to point out the dialogue with the intermediate range theories available for the study of the insertion of regional powers, global environmentalism, as well as the so-called non-Western theories.  Methodologically, it is an interpretation essay focusing on the topics of democracy promotion and environmental protection, in the context of a new political-diplomatic agenda. The text is also based on the analysis of foreign policy, formation of prospective scenarios and studies on international relations in Latin America. The main sources used are diplomatic documents, hemerographic archives and specialized literature. Although not exempt from contradictions and setbacks, it is concluded that the concrete results observed in the first months are positive and auspicious.

En términos teóricos, la investigación acepta la influencia del pluralismo y el neorepublicanismo en las Relaciones Internacionales, en especial el concepto de paz democrática. Asimismo, es importante señalar el diálogo con las teorías de rango intermedio disponibles para el estudio de la inserción de poderes regionales, el ambientalismo global, así como las llamadas teorías no occidentales. Metodológicamente, es un ensayo de interpretación centrado en los temas de promoción de la democracia y protección del medio ambiente, en el contexto de una nueva agenda político-diplomática. El texto también se basa en el análisis de la política exterior, la formación de escenarios prospectivos y estudios sobre las relaciones internacionales en América Latina. Las principales fuentes utilizadas son documentos diplomáticos, archivos hemerográficos y literatura especializada. Aunque no exento de contradicciones y contratiempos, se concluye que los resultados concretos observados en los primeros meses son positivos y auspiciosos.O artigo examina a conjuntura e o devir da política externa e da inserção internacional brasileira na macrorregião latino-americana, por ocasião do início do novo governo de Brasília, encabeçado pelo presidente Luiz Inácio Lula da Silva. O objetivo geral da pesquisa consiste em analisar as iniciativas sobre política regional apresentadas durante os cem primeiros dias do novo governo de Brasília, especialmente no que tange aos temas da promoção da democracia e de defesa do meio ambiente. Em termos teóricos, a pesquisa é pautada na influência do pluralismo e do neorrepublicanismo nas Relações Internacionais, com destaque para o conceito da paz democrática. Igualmente, é importante assinalar o diálogo com as teorias de alcance intermediário disponíveis para o estudo da inserção de potências regionais, com o ambientalismo global, e com as denominadas teorias não-ocidentais. Metodologicamente, trata-se de um ensaio de interpretação. O texto também se apoia na análise de política externa, formação de cenários prospectivos e na análise documental. As principais fontes utilizadas são documentos diplomáticos, hemerográficos e literatura especializada.
