Resumo: The article analyzes the construction of a joint human rights agenda between the European Union and Brazil, focusing on civil society organizations and their cooperation projects developed in the area. The article has as main conceptual framework the process of global governance, within which civil society organizations have gained prominence. The EU's growing rapprochement with civil society organizations has contributed to the development and improvement of the human rights agenda in the country, reflecting the bloc's growing concern to legitimize its actions in the area.

Acredita-se que as organizações da sociedade civil contribuem para transformar tal agenda, refletindo a preocupação do bloco em legitimar suas ações na área.Resumo (mais amplo do que o apresentado no artigo):O artigo propõe analisar a relação entre a diplomacia da União Europeia (UE) e a sociedade civil, para a construção de uma agenda de cooperação em Direitos Humanos (DH), no Brasil. Para tal, se fará inicialmente a apresentação da UE, com foco nas instituições que operam a cooperação em DH, bem como a apresentação das principais organizações da sociedade civil no Brasil, com as quais a UE tem ações na área. Nessa parte inicial serão igualmente trabalhados os conceitos de governança global e sociedade civil. A seguir, pretende-se apresentar o programa de cooperação da UE com o Brasil para a promoção dos DH, desde 2005 até 2013, incluindo as ações previstas no âmbito da parceria estratégica, de 2007. Ressalta-se que o tema da cooperação é de responsabilidade compartilhada entre a UE e seus Estados-membros - aspecto que será igualmente referido. Finalmente, serão analisadas as relações da UE com a sociedade civil, na concepção de uma agenda de governança global em DH.
