Resumo: Dilma Rousseff’s foreign policy emphasizes the need for reform of the Security Council of the United Nations in order to better represent the international system, improving democracy and legitimacy to the operation of this body. This article questions this procedure, considering that such reform will hardly bring the results mentioned.
