Fidelidade partidária no Brasil e a legislatura 1999-2002 na Assembleia Legislativa do Rio Grande do Sul

This work approaches the theme of partisan fidelity in Brazil through both a literature review and an empirical analysis on partisan migration in the Legislative Assembly of the State of Rio Grande do Sul in the legislature 1999-2002. This behavior began to occur on a large scale in Brazil since the adoption of the Constitutional Amendment No. 25, May 1985, which, among other things, abolished the office of party loyalty, which was introduced by the military regime. The current legislation has been modified and is regulated by the resolution-TSE nº 22,610/2007, which determines that the political party concerned may require, at the Electoral Justice, the enactment of the loss of elected office as a result of unjustified party disaffiliation. From this context, we propose the study of the major causes, consequences and alternatives to the phenomenon under study, analyzing what leads the deputy to switch parties; whether the politician, when moving to another party, benefits from this change and what are the consequences for the rest of his career; the effect of changes to the political parties as institutions as well as the problem of political representation; and, ultimately, we examine the alternatives to such a question, exposing some attempts of political reform already carried out in the Brazil.
