Resumo: The article relates the Legality of the Brazilian student movement. The leaders of the National Union of Students (UNE), created in 1937, suffering from nationalist ideals and critical profile of the Brazilian university, to participate in the political resistance against the coup of 1961, reached another milestone in the institutionalization process of the student movement. The hypothesis is that, from the Legality, there was a maturity and an advance in the integration process of the university in Brazilian political life, allowing expansion of UNE, supported by Goulart, throughout the national territory.
